Section 448
Any person who fails to comply with his statutory obligation to register a birth or death with a civil
registrar for the registers of births or deaths, shall be liable to a fine of the first category.
Section 449
1. A minister of religion who, prior to having been given evidence by the parties that their marriage
has been solemnised by a civil registrar, officiates in any official religious ceremony in celebration
of the marriage, shall be liable to a fine of the second category.
2. If during the commission of the minor offence, two years have not yet expired since a previous
conviction of the offender for a similar minor offence became final, a term of detention not
exceeding two months or a fine of the second category may be imposed.
