Children develop ideas and concepts at very young ages th at
help them m ake sense of their w orlds. Learning is not the tran sfer
of new inform ation into an em pty recep tacle; it is the building of
new understandings by the child on the foundation of existing
understandings. Learning will be m ost effective when the child's
preconceptions are engaged. Curricula can be evaluated on the
exten t to which they d raw out and build on children's existing
ideas.
