organization). As a rule, development banks play such a role (for example, the 
World Bank, the International Finance Corporation, the European Bank for 
Reconstruction and Development, VEB, etc.), less often commercial banks and 
other institutional investors. 
In this regard, in the preparation and immediate implementation of the 
public-private partnership project, considerable attention should be paid to the 
selection of the most suitable investment technologies, by which we mean the 
totality of tactical instruments for attracting external financing that allow the 
private party to most effectively implement the public-private partnership 
project. 
In the current economic situation in the Russian Federation, the effect of 
sanctions by Western countries seems relevant if the state is quite dependent on 
imports to solve problems arising in the development of transport infrastructure, 
namely: increasing the financial stability of airport complexes in the Russian 
Federation; eliminating the problems of uneven distribution of airport locations, 
resulting in inefficient use of resources; high level of moral and physical

depreciation of airport infrastructure facilities through the interaction of 
government and business through public-private partnerships. 
In the field of public-private partnership theory, the author has formulated 
the concept of public-private partnership, the essence of which is its 
organizational and legal form of cooperation at various levels of state power and 
the private sector in order to implement socially significant projects, which 
include the development of infrastructure of various sectors of the national 
economy, as well as in the provision of public services, in the medium and long 
term on mutually beneficial conditions. The emphasis is on the organizational 
and legal  essence of cooperation, since these relations imply their legal 
registration, which requires compliance with a certain order of interaction 
between government and business. The emphasis was also placed on mutually 
beneficial terms of cooperation for each of the parties involved in the 
partnership. 
The practical significance of the work lies in the possibility of using the 
proposed recommendations in the field of transport infrastructure development, 
reforming the existing system of interaction between public and private 
business; in the development of measures to increase the investment potential of 
the aviation industry in general and airports in particular; in developing 
recommendations on the use of the mechanism of public-private partnership for 
solving  the problems of infrastructure and socio-economic development; on 
financial support for public-private partnerships.
