INTRODUCTION 
 
The classical model of free competitive market relations, which is quite 
appropriate for other sectors and services, as practice shows, today seems 
unacceptable for this industry, regulated by public authorities. 
The  objective need to attract capital, modern technologies and highly 
qualified personnel of private entrepreneurship structures requires government 
bodies to develop a set of scientifically sound, transparent economic and 
organizational-legal mechanisms that would ensure the interest of private 
investors in co-financing airport development projects not only in the medium 
term, but also in long term. Particular attention in the development of such 
mechanisms should be given to improving the process of preparing  public-
private partnerships. 
In this regard, the development of theoretical concepts for the interaction of 
power and business structures and the structuring of economic models of public-
private partnerships in the field of airport development seem to be urgent tasks, 
both from a theoretical and from a practical point of view. 
In the international community, public-private partnerships are considered 
as one of the effective mechanisms for the effective development of a market 
economy by attracting resources and private business capital to finance the 
public sector of the economy, implementing large-scale infrastructure 
development projects, and introducing high technology. 
Due to the large capital intensity of most  infrastructure projects, their
