There are many modern methods for organizing assessment of all four skills (reading, listening,
writing, speaking) of students. For instance, CRA - Criterion-referenced Assessm ent or NRA - Norm-
referenced Assessment. Criterion-referenced assessment compares a person’s knowledge or skills
against a predetermined standard, learning goal, performance level, or other criterion, whereas Norm-
referenced measures compare a person’s knowledge or skills to the knowledge or skills of the norm
group. With criterion-referenced tests, each person’s performance is compared directly to the standard,
without considering how other students perform on the test. Criterion-referenced tests often use “cut scores”
to place students into categories such as “basic,” “proficient,” and “advanced.” However, for student
assessments, the norm group is often a nationally representative sample of several thousand students in
the same grade (and sometimes, at the same point in the school year). Norm groups may also be further
narrowed by age, English Language Learner (ELL) status, socioeconomic level, race/ethnicity, or many
other characteristics [2; 6].
It is better to use CRA-method in the process of evaluation while working with military students,
who usually have the same age, level of knowledge and socioeconomic status. Criterion referenced
assessment (CRA) is the process of evaluating (and grading) the learning of students against a set of pre­
specified qualities or criteria, without reference to the achievement of others [1; 3]. The pre-specified
qualities or criteria are what students have to do during assessment in order to demonstrate that they have
achieved the learning outcomes. How well they do this is described at different levels - these are standards
