amounted to €153.4 million; up to 80% of its financing came from the private 
side. The Polish state airline LOT has been included in a private loan guarantee 
agreement and airport use agreement. The successful completion of the work 
was facilitated by the fact that the general contractor further took part in 
reconstruction projects on the principles of public-private partnership between 
the airports of Dusseldorf, Hamburg, and Sydney. 
The financial and economic crisis of 2008 led to a sharp increase in the 
need for public investment for the further development of the countries of the 
European Union. The European Investment Bank, together with the European 
Commission, organized in 2008 the European Center for Expertise in Public-

Private Partnerships, which, thanks to allocated investments of more than €30 
billion, gave a new impetus to the development of public-private partnership 
projects, the creation of additional jobs and stimulated the development of 
modern technologies (Kendrick, 1984). 
As a result of the study, it was found that the evolutionary development of 
public-private partnerships went through several stages. Outsourcing originally 
appeared, in which the state and private business produce products or provide 
services based on a negotiated price. In the future, cooperation extended to the 
development of projects, design, construction. Joint production was a key factor 
in cooperation. As the experience of the EU countries has shown, the most 
common forms of public-private partnerships are the creation of joint financial, 
insurance, tax funds, construction, reconstruction, development of deposits, and 
infrastructure modernization. The progress of the national economy will be 
largely determined by the effectiveness of using such forms of interaction 
between the state and business.
