Different policy solutions for different countries In urban areas congestion is a challenge in almost all countries. Cities such as Moscow,
London, Paris and Stockholm are facing issues with accessibility due to the huge number of
vehicles going into the city in the morning and leaving the city in the evenings. While
congestion charging is used as an effective instrument in some UNECE cities, others apply
different methods because they have judged these to be more effective or appropriate. For

instance, Finland recently decided not to apply a congestion charging scheme. Solutions are
diverse and include congestion charging and using ITS for optimal capacity utilization.
