From the data of Figure 1 above, we can see that the number of taxpayers with 
bad tax debt in the republic was 101.1 thousand in 2017, 121.3 thousand in 2018, 109.7 
thousand in 2019, It was 135.9 thousand in 2020 and 100.6 thousand in 2021, and this 
indicator decreased by 0.5 thousand compared to 2017 or by 1% on average. 
Also, the amount recognized as bad tax debt and written off in 2017 was 1,508.5 
billion. 2,191.6 billion soums in 2018. soums, 1,880.5 billion soums in 2019. soums, 
2,104.0 billion soums in 2020. soums and 5,039.8 billion soums in 2021. amounted to 
3,531.3 billion soums compared to 2017. increased to soums or 70 percent (the average 
growth rate is 17 percent). If we take into account the rate of inflation and the number 
of taxpayers over the years, there is almost no difference in the amount of tax debt 
issued for bad tax debt in these years. However, the indicators analyzed above cannot 
be considered positive and this indicates the need to continue further development of 
the tax debt recovery mechanism in the field of tax relations. 
It should also be noted that the history, origin, strategic location, mentality, and 
demographic structure of each state and society are of particular importance. These 
elements also play a role in the emergence of tax debt. In particular, we will consider
