Research methodology
Scientific observation, statistical observation, comparative analysis using 
statistical graphs, data grouping, abstract-logical thinking, induction and deduction 
methods were used in the research. These research methods serve to form conclusions 
and proposals for improving the tax administration, in particular, the mechanism of tax 
debt reduction. 
Analysis and discussion of results 
In recent years, encouraging the production of competitive products (works, 
services) in our country, creating an environment of free competition between business 
entities wide-scale measures aimed at introducing a tax system aimed at supporting and 
creating equal opportunities for them are being implemented. In this regard, our 
government paid special attention to reducing the tax burden, unifying tax types, 
simplifying the procedure for calculating taxes and fees and submitting tax reports to 
the tax authority, as well as optimizing tax rates. 
However, in practice, there are cases of deliberate non-payment of taxes or tax 
evasion by taxpayers, especially in our case, legal entities and individual entrepreneurs 
through various illegal means (schemes). According to the tax law, this unpaid amount 
is considered a tax debt and is subject to compulsory collection by the tax authorities. 
If the tax debt is not collected even after all measures have been taken by the tax 
authority, these tax payers are recognized by the court as insolvent, i.e. bankrupt and 
their tax and levy arrears are considered bad debts and written off. [11] 
In our country, during 2017-2021, the collection of tax debts is hopeless, 
including those who have been criminally prosecuted, companies operating in secret,

and taxpayers whose land has been confiscated by the court as insolvent (bankruptcy). 
We can see the analysis of the number found in Figure 1 below.
