ANNOTATION
Uzbekistan pays great attention to the development of tourism in the country.
Over recent years, tourism, as well as other sectors of the economy has undergone
profound market reforms. The process of privatization in the industry, now more than
98% of all enterprises engaged in tourism are not public. Have invested heavily in the
infrastructure of tourism in Bukhara: reсonstruсted built and hotels, a new terminal at
the airport, bought new buses are being reconstructed roads to tourist centers. Act
almost 70 hotels capable of accepting foreign and domestic tourists. Ongoing
restoration work on the cult objects and antiquities, fall under the protection of
natural areas, which were destroyed because of the negative human activity.
However, despite the achievements, potential for tourism development in the
Bukhara region is not implemented fully. The tourist season lasts only a few months a
year, while available in the region allow recreational resources to develop all kinds of
tourism, taking guests all year round. Can offer a wide range of services for both
lovers of cultural, leisure, and for the extreme. It is necessary to widely develop
business, environmental, health and fitness, folklore-ethnographic, historical,
architectural, religious pilgrimage and other types of tourism.
Over recent years the Government has adopted a number of laws aimed at the
development of services in general and the tourism industry in particular. The main
ones include :
- Resolution of the Cabinet of Ministers of September 2, 2002, № 310 "On
measures for further development of the hotel business and international tourism in
the Republic of Uzbekistan."
- Resolution of the Cabinet of Ministers of 11 November 2003, № 497 "On
approval of the Regulation on licensing of tourist activity."
- Decree of the President of the Republic of Uzbekistan dated 17 April 2006,
№ PP- 325 "On measures to accelerate the development of the service sector in the
Republic of Uzbekistan in 2006-2010."

- "The program of further development of tourism in the Republic, improving
the quality of tourism services and expand their areas for the period till 2015" was
approved 24.10.2009
- Resolution of the Cabinet of Ministers of 10 October 2012, № 288 "On
measures to further support and develop tourism in the Republic of Uzbekistan."
- Was also developed "program targeted measures to develop tourism and
increase the export potential of tourism services in Bukhara region for the period of
2011-2012 years."
In the position in September 2012, in Bukhara region there are 66 hotels, 15
travel agencies. Number of Seats - beds is 2666 units. During the first 9 months of
2012, the Bukhara region was visited 124 thousand tourists, of which 66.8 thousand
are foreign tourists. Volume of services amounted to 7.5 bln. The volume of exports
of services amounted to 2.99 million.

Being a unique center of ancient culture and architecture, Bukhara
unfortunately, has not yet become a true center of international tourism. Sometimes
the low level of economic and professional competence in the field of tourism
representatives leads to the fact that they often can not even show you the best that
we have today. Foreign tourists, who come to us, sometimes face a lack of or poor
quality of tourist service, bad or inattentive service. Must find a solution to issues
such as the creation and development of the hotel industry, meets international
standards, training on specialized routes and large objects of historical monuments
and multilingual service for tourists, to increase the prestige of occupations directly
related to tourism, organizing and conducting a comprehensive advertising etc.
Summing up the experience, attracting experts and using common sense, we
can identify a number of factors that have the greatest impact on investor preferences.
Thus, the most relevant to the assessment of the investment potential of the region in
which there is potential for tourism appeal, were the following factors:

- Resource-based (security companies stockpiles of natural resources,
including tourist);
- Production (cumulative result of population and economic activity in the
region), expressed not only in the formation of business entities (and related facilities
industrial enterprises, agriculture, etc.), but also to establish a system of objects of
social and cultural services to the population and visitors to the region, convenient
transportation network, tourist infrastructure facilities);
- Consumption (growth combined purchasing power of the population of the
region, which leads to an increase in tourism expenditure);
- Infrastructure (economic and geographical situation of the region and its
infrastructure equipped, including transport network in the region and developed
links between settlements);
- Intellectual (educational and cultural level of the population, the preservation
and development of local customs, local culture);
- Institutional (degree of development of the leading institutions of the market
economy, the quality of the regulatory activities of regional and local authorities);
- Innovative level of implementation and effectiveness of scientific and
technical (even wider public about progress) in the region.
Based on the definition of "innovation", which in its most general form
represents a new technique, technique, technology, goods and services that are the
result of scientific and technological progress, we can offer the following ideas for
the development of tourism in our area:
- Creating an interactive online project, where representatives of tourist
business, the faculty of universities and colleges, researchers and experts could lay
their reports, presentations, research papers, and any proposals related to the
development of tourism.

- Development and implementation of a web - site informs about the tourism
potential of the region, on the services provided, etc.
- Improving the tourist culture of the population through all sorts of TV
competition, such as "Seven most ancient cultural monuments of Bukhara," "Do you
know the history of?" Etc.
- Development of tourism brand in the region.
- Design and creation of software for Hearing Aids (audio guides) in various
languages to attract individual tourists.
- Setting the bar codes (special bar codes) in the field of tourist attractions that
tourists can get all possible information about the object, using their electronic
readers. Currently many versions of mobile phones support these functions.
Along with the innovative nature of ideas that require special treatment, it is
advisable to offer the following general recommendations:
- Establishment of a regional organization (association), and is responsible for
coordinating the development of regional tourism sector, including the development
of tourism infrastructure, promotion of tourist destination in the international market
with compulsory scientists.
- In order to more intensive use of scientific research, it is necessary to hold
contests research in tourism, involves encouraging authors of the best works and
support the application development practice.
- It is necessary to work out measures to lengthen the tourist season. For
example, the development of special tourist products for young travelers, installation
equipment climate control, etc.
- It is advisable to promote the brand as the center of Bukhara new types of
tourism, such as environmental, adventure, festival, and conference tourism.
- To increase the level of training in the tourism sector, to improve the quality
of vocational training graduates Bukhara State University, it is necessary to support

the opening of the Judiciary in the directions "tourism", "Organization and hotel
management", "service", "Organization of tourist activity."
- To improve the tourist culture of the younger generation, it is necessary to
organize free guided tours for schoolchildren and students in the city's museums.
- To improve the performance of tour operators, it is advisable to train or
abroad; the sharing of experiences between Bukhara and foreign tour operators; invite
several leading experts from well-known tour operators in Germany, France, USA,
Japan, China, Russia on master classes and pay for their services by the listeners
themselves; loan funds must be allocated on a preferential basis new and existing tour
operators. In the case of training or re-training of tour operators based BukhSU
necessary to achieve recognition of NK "Uzbek tourism" certificates issued BukhSU.
- To increase the number of tourists from the CIS countries, especially from the
countries of Central Asia, it would be advisable to set prices for tourist services
within the prices for local tourists.
