UNIT 10.3: Inspection/Customs Examination & Container Sealing 
 
Unit Objectives 
At the end of this unit, you will be able to:
1.
Explain customs procedure for exports, including customs inspection, customs examination & 
container sealing. 
10.3.1. Exports- Detailed Customs Procedure
 
For clearance of export goods, an exporter or his agent has to complete a few formalities as listed 
below. 
Registration: 
•
All exporters have to obtain PAN based Business Identification Number (BIN) from the 
Directorate General of Foreign Trade (DGFT) before the filing of the shipping bill for export 
clearance. 
•
Under the EDI System, PAN-based BIN is typically received by the Customs directly from the 
DGFT online, through the system. Exporters also are required to register for an authorised 
foreign exchange dealer code (For crediting export proceeds) and open a current account in 
the designated bank for credit of any drawback incentive. 
•
Also, when a new airline, shipping line, steamer agent, port or airport comes into operation, 
they need to be registered in the system of customs. Whenever electronic processing of 
shipping bill etc. are held up due to non-registration of these entities, the same has to be 
brought to the attention of assistant/deputy commissioner in-charge of EDI system for 
registration of the new entity in the system.
