October 8, 2013 Meeting Summary

8:00 AM The WFDAC meeting was called to order by Francine Waters.
MOTION: Cliff made a motion to approve the September Meeting Summary.
The motion was seconded. The motion passed.
Reports
Nkosi Yearwood / Development Update
Mr. Yearwood updated the Committee on the Planning Board review of the Master Plan implementation status. He suggested the advisory Committee help establish White Flint streetscape standards & common elements.
Mr. Yearwood also advised the Committee that the White Flint II plan would likely be recommended for delay by the Planning Board.
Francine Waters polled committee members regarding drafting a letter to County Council stating, “In order to keep a consistent plan along Rockville Pike, the timing of the white Flint master plan should not be delayed.” Ms. Waters and Mr. Downie to draft letter.
Dee Metz / Implementation Plan
Ms. Metz provided an update on projects to be included in the next County Capital Improvements Program (CIP), such as the relocation of Rockville Station 23, and the North Bethesda Recreation Center. County OMB will hold internal CIP meetings in October.
Ms. Metz also updated the Committee on the status of the Woodglen bike path and concerns regarding the location of sidewalk seating at the Paladar restaurant.
Dee announced Mont. County approved a center line study for the Pike & that the National Association of Counties has given a “Sustainable Community” recognition to White Flint.
Peggy Schwartz / NBTMD
Discussion included: Walk & ride program and Bike Share.
Committee members expressed interest in learning more about bike share in White Flint at their January meeting.
Ken Hartman / RSC
Mr. Hartman provided statistics on the activities of the Dept. of Corrections Weekend crew update. Ken asked for suggestions for additional work requests.
Mr. Hartman announced that the US Post Office has issued a “Final Determination” to move USPS out of the W. Flint Mall. A new location has not been determined.
Other RSC topics: Andy & Deidre to look at types of plants for spot improvements on the Pike. Taste of Bethesda report: after 24 years, had 40K attend. Bethesda is known as the ‘Restaurant District. What could unify White Flint?
Cindy Gibson / County Council
Ms. Gibson announced the schedule of Council meetings regarding Rapid Transit in 355 / N. Bethesda.
NEW BUSINESS
Ken Hartman requested that all ad hoc committees meet by November.
