Compulsory education
Compulsory education is the name given to the legally-required period of time that children are expected to attend school. The compulsion is an aspect of public education. In Uzbekistan, these laws generally require that children attend school from the ages of 7 to 18. While there are exceptions to these laws (such as homeschooling or specific religious exemptions), the consensus is that children need to have a strong foundational education to allow them to succeed and be model citizens.4
English is a compulsory subject in the general education curriculum from grades 1 to 11. As one of the instrumental subjects in school, English not only enables students to formulate and develop their communicative competencies in English but also contributes to the formation and development of general competencies to live and work more effectively, to learn other subjects well, and for lifelong learning.
As a compulsory subject in the general education curriculum, English is also directly interrelated with many other subjects/educational areas such as Literature, Natural and Social Sciences, History and Geography, Arts, Physical Education, Computing, Experimental Activities. English is also a tool to teach and learn other subjects, especially Mathematics and natural sciences.
The main objective of the General education English language curriculum is to enable students to formulate and develop their communicative competencies through practicing listening, speaking, reading, writing and linguistic knowledge (pronunciation, vocabulary, grammar).5
Benefits
Compulsory education has the following perceived benefits.
Before compulsory free education existed, most children were denied access to basic education. As a result of compulsory education, illiteracy is greatly reduced and knowledge of mathematics and other basic subjects are increased. This knowledge is essential to good citizenship and success in modern life.
Before compulsory free education existed, most children were unprepared to train for most vocations and the professions. As a result of compulsory free education, access to a range of better-paying vocations and professions is made possible.
It discourages child labor.
It encourages economic development.
Angrist and Krueger, two of the premier labor economists in the world, conducted a study in which they find that "students who are compelled to attend school longer by compulsory schooling laws earn higher wages as a result of their extra schooling.6
