Thishasbeendeeplyrootedinthethinkingofleadersin
Washington and Western European capitals ever since
the Soviet Union’s expansion to the West after World
War II. And because of this traumatic historical experi-
ence,combinedwithRussianbehaviouranduncertainty
aboutRussiaWestern-orientedCentralEasternandEast-
ernEuropeanstateslongedforhardsecurityandNATO
membership.
Russiaisseenasanunpredictablepowerbecauseofits
authoritarian government, which harasses political op-
position,themediaandforeignaswellasnationalNGOs.
ThelogicgoesthattheKremlinispursuinganimperial
foreignpolicytoregainthecountry’slostspheresofinflu-
enceandmostimportantlyfortheleadershiptostayin
power.

WiththewarinGeorgia,Russiaputitscriticism
intoaction,boostedbyitsoil-driveneconomicrecovery
and supported by the perception among the populace
that the West had betrayed the nation. The Kremlin
started that narrative early on but especially after the
ColouredRevolutionsandtheaccessiontoNATOofthe
Balticcountries.MoscowgraduallyconcludedthataRus-
sianintegrationintoWesternstructureswasimpossible.
TheKremlincondemnedthestreetprotestsagainstthe
alleged rigging of the State Duma elections in 2011,
whichsawPresidentVladimirPutin’sUnitedRussiaparty
triumph,asbeingsupportedandfinancedbytheEUand
theUS.ThelargepopulardemonstrationsinUkrainein
favourofcloserlinkswiththeEUwereseenasapresent
dangertoRussia’ssecuritybecauseofapossibleNATO
membership for Ukraine implying the presence of the
allianceonly300milesawayfromMoscow.
ThesedevelopmentsputtheBUMAGAcountriesinavery
difficultposition.Afterbeingunabletotakeadvantage
ofnewlyavailableopportunitiesinthe1990s,becauseof
internalupheavalandtheneedtosecurestability,they
were looking for alternatives for the future. But if any
ofthoseledwestward,Russiaputupseriousobstacles.

For the last seven years
theEUhadtwopolicyconceptstowardstheEast.One
wastheEasternPartnership.Itwasinitiatedafterthewar
inGeorgiatocreateaneighbourhoodofpeacefuland
prosperousfriendsalongthebordersoftheUnion.What
wasnotmeanttobeasecondeastwardexpansionwas
nonethelessperceivedbyRussiaasageopoliticalmove
andasecuritythreat–leadingfirsttomembershipinthe
EUandtheninNATO.
The other concept was the Partnership for Moderniza-
tionwithRussia.ButwhereasMoscowconcentratedon
technical and economic cooperation, Brussels was also
interestedincooperationinthespheresofruleoflaw,
humanrightsandpoliticalpluralism.Alreadyduringthe
presidencyofDmitryMedvedev(2008–2012)cloudsof
mistrust and misperception had begun to darken the
once clear skies of cooperation. After 2013 it became
evident that the two goals of the EU were basically in
contradictionwitheachother.
TheEU’sEasternpolicyhasturnedouttobeanunsuc-
cessfulstory.Toomuchsleepwalkinghasoccurred.
