THE ROLE OF HUMAN CAPITAL IN ENSURING THE PARTICIPATION 
OF WOMEN SCIENTISTS IN SCIENCE

Abstract. 
The participation and interest of women toward science are 
increasing gradually in the globe but if compare with general amount of scientists in 
the world with the number of women scientists; it will be clear that it is not a 
satisfactory result. This thesis is based on secondary data and author’s private minds 
about the role of human capital in the participation of women in science. The 
development of science among women and women scientists is achieved through 
the support by society and its participants.

Аннотация
. Участие и интерес женщин к науке в мире постепенно 
возрастают, но если сравнивать с общим количеством ученых в мире, то с 
числом женщин-ученых; будет ясно, что это не удовлетворительный 
результат. Этот тезис основан на вторичных данных и частных мнениях автора 
о роли человеческого капитала в участии женщин в науке. Развитие науки 
среди женщин и женщин-ученых достигается за счет поддержки общества и 
его участников.

We are individuals in the 21
st
century and we cannot imagine our life without 
science in the world. We can see the results of science in the our life everyday, such 
as we eat, we wear clothes, we use electricity, we cook in using gas, we talk on the 
phone, we watch TV, we can conversation with our friends who live the other side 
of the globe and others. These are just a few examples that the significant of science 
in our life. We have to realize that the science works for everyone! 
Science (from the 
Latin
 word scientia, meaning "knowledge") [1] is a 
systematic enterprise that builds and organizes knowledge in the form 
of  
testable
 
explanations
 and 
predictions
 about the 
universe
 [2]. Science in a broad 
sense existed before the 
modern era
 and in many historical 
civilizations
 [3]. 
Modern 
science
 is commonly divided into three major 
branches
: 
natural science
, 
social 
science
, and 
formal science
. Each of these branches comprises various specialized 
yet overlapping scientific 
disciplines
 that often possess their own 
nomenclature
 and 
expertise [4]. 
Science is one of the fields of attention by our president SH.Mirziyoev in 
recent years. President Sh.Mirziyoev signed the Law Republic of Uzbekistan about 
“Science and scientific activity” on 29.10.2019 [5]. Exactly one year later, namely 
on 29.10.2020 president Sh.Mirziyoev signed the Decree of the Republic of 
Uzbekistan “On approval the concept of development of science until 2030”[6]. This 
Concept is significant in terms of considering of human capital elements in the area 
of science. According to the Concept the following will be implemented until 2030: 
- Increasing the share of total funding for science in GDP by 6 times by 2025 
and 10 times by 2030; 
- Increasing the average age of researchers in scientific organizations to 45 by 
2025 and 39 by 2030;
