Provides forum for consultation among members  
Does not create a private right of action in U.S.  
  
Article I:  Non-Discrimination 
Most-Favored Nation: all members enjoy same benefits  
Country must adopt all GATT agreements to be MFN  
Exceptions 
(no trade restrictions between members)
