Higher educational system. By the decree of February 1992, eight regional pedagogical institutes were given the status of universities. In March 1992, Andijan, Bukhara, Termez, Urgench and Karshi state universities were established on the basis of regional pedagogical institutes.
Dozens of new universities were organized in the most modern specialties: University of World Economy and Diplomacy, Navoi Mining and Metallurgical Institute, Military Academy under the Ministry of defense, Academy of Internal Affairs under the Ministry of internal Affairs, Banking and Finance Academy. Tashkent state technical school of electrical engineering and communications has been transformed into an Institute. In 1993, special scholarships were introduced for students and postgraduates. To train highly qualified specialists with modern knowledge, Tashkent State Agricultural University, Andijan and Samarkand Agricultural institutes, Karshi Engineering and Economic Institute, Tashkent Institute of Irrigation and Agricultural mechanization have been opened. At the same time, the experience of developed foreign countries is used.
In 1992, 6 universities in the country conducted an experiment on admission to universities based on testing. In 1993, testing was conducted experimentally in 19 out of 46 higher educational institutions.
In 1994, the State testing center was established and admission to universities on a test basis was introduced. Since 1996, contract-based tuition fees have been introduced for higher education. In accordance with the law of 1997 "On education", the transition from 5-year higher education to a two-level system consisting of a 4-year bachelor's degree and a 2-year master's degree was made.
According to the decree of the President from 2013 "On measures of further improvement of the system of legal training", the law Institute was transformed into a University, and in 2014 the Tashkent state dental Institute was established.
Fundamental reforms have also been implemented in the field of professional development in public educational institutions, specialized secondary vocational education, and higher educational institutions.
In accordance with the Presidential decree adopted in 2015 " On measures of further improvement of the system of training and retraining of managers and teachers ", 15 leading institutions of higher education have become the basic ones for teachers retraining.
