The adoption of the state symbols. On February 15, 1991, a special resolution of the Supreme Council of Uzbekistan "on state symbols of the Republic of Uzbekistan" was adopted. The decree States the following: "Observing the Declaration of Independence, the Supreme Soviet of the Uzbek SSR decides: "The Commission for the preparation of a new draft Constitution (Basic Law) of the Uzbek SSR shall be entrusted with the preparation of proposals for the State flag, coat of Arms and Anthem of the Uzbek SSR, as well as the preparation of relevant Provisions on these symbols." The Commission shall carry out its work based on the opinions of the General public and deputies." As soon as the State flag of Uzbekistan was declared independent, practical measures were taken on the same day to develop the symbols of the independent state. A special resolution was adopted on the National flag of the Republic of Uzbekistan, a sample of the coat of arms of the Republic and a musical version of the National anthem.

According to the document, the expert group of the Constitutional Commission was instructed to continue work on the State flag, and the relevant committees of the Supreme Council, in collaboration with the creative group of the Constitutional Commission to draft laws on the national flag and the national anthem, and present them at the next session. On November 18, 1991, the VIII session of the Supreme Council of the Republic of Uzbekistan was held, at which the Law "on the state flag of the Republic of Uzbekistan" was adopted. On July 2, 1992, at the X session of the Supreme Council of the Republic of Uzbekistan, the Law "On the state emblem of the Republic of Uzbekistan" was adopted. On December 10, 1992, the XI session of the Supreme Council of the Republic of Uzbekistan adopted the Law "On the national anthem of the Republic of Uzbekistan". The session approved the version of the anthem, which was prepared by the poet Abdulla Aripov (1941-2016) and the composer Mutal Burkhanov (1916-2002).
