Adoption of The Constitution of The Republic of Uzbekistan. After independence, there was a need to consolidate state independence and sovereignty on a constitutional basis. The idea of preparing a new Constitution of Uzbekistan was first put forward by Islam Karimov in March 1990. And at the second session of the Supreme Council of the Republic of Uzbekistan, held on June 20, 1990, it was concluded that it was necessary to develop a new Constitution. The session decided to create a Commission to prepare the draft Constitution, consisting of 64 people, headed by the first President of Uzbekistan Islam Karimov. The Commission included deputies of the Supreme Council, representatives of the Republic of Karakalpakstan and regions of the Republic, heads of state, public organizations and farms, scientists and specialists. The constitutional Commission worked for 2.5 years. A preliminary version of the project was prepared by October-November 1990. At the beginning, the document consisted of a preamble, six sections and 158 articles. But due to the need to bring the project to perfection, it was necessary to finalize it.

In the spring of 1992, a second version of the draft, consisting of 149 articles, was prepared. In the autumn of the same year, the draft Constitution was published twice in the press for the purpose of public discussion. At this time, more than 6 thousand opinions and suggestions were expressed. On December 8, 1992, the XI session of the Supreme Council of the Republic of Uzbekistan of the XII convocation was held. It discussed the adoption of the Basic Law of the country. During the session, about 80 amendments, additions and clarifications were made to the draft. On the same day, at the XI session of the Supreme Council of the Republic of Uzbekistan, the laws "On the adoption of the Constitution of the Republic of Uzbekistan" and "On declaring the day of the adoption of the Constitution of the Republic of Uzbekistan as a national holiday" were adopted.
