Literature review
During the research, it is clear that education is a vital factor for government and paid lots of attention for years. In addition, we investigated some literature and reliable sources in order deeper analyze them. Researches by Sethi and Sharma (2020) emphasized education is the basic tool for government development. Individuals accept that instruction may be a key to victory and tall pay, it opens victory for social and social esteem. Every time students have one question “why study is so vital for our life?” The study is really important for achieving success in our daily lives. Without study, individuals were not able to create new ideas, indicating that they are not equipped to produce a better world, given that without ideas, there is no creativity, and without creativity, there is no increase in different sectors. Some countries may have been more developed than others throughout the world. When compared to countries that are not as developed, developing countries have a higher proportion of educated people. Education is a form that provides people with the necessary learning, data, experience, and skill, as well as the knowledge of their rights and responsibilities toward their families, community, and region. It improves imagination, allowing people to see the environment more clearly. Learning strengthens the skills and talents to combat injustice, aggression, exploitation, and many other factors. Furthermore, just as the appearance reflects the emotions, the amount of education determines the government's or nation's standing. In several countries, the process looks like this: wealthier kids gain more learning as time goes on, but poor pupils don't. Society needs a plan that enables equal opportunities for both poor and rich pupils so that they can participate in the country's progress and enhancement. We remove poverty by offering education, and each individual in the country becomes famous and helps in the development of their country.

Learning in the Western world emphasizes questioning, exploration, analysis, and reflection (Bybee,2002). In real life, a Western learning perspective prioritizes communication and engagement, as well as problem-solving skills. It emphasizes flexible curriculum and self-directed teaching, which incorporates a variety of learning materials, such as course content and diverse perspectives, rather than focusing solely on textbook information. Individually driven, self-directed, independent, and irrational learning (Merriametal et al.,2007). Direct and explicit communication is recommended. It places a premium on learning through a scientific process (Merriametal et al.,2007). According to Liu et al. (2010), American students are more independent and self-assured than Eastern students, and they prefer solo work to group work. Learning settings in the United States encourage a learner-centered, process-oriented approach that emphasizes interaction and engagement.
During this research, we identified that the government paid big attention to education but there is still something wrong or less effective in this system. The need to attract outstanding young people to universities, to enhance research and educational work in departments, and to establish relations with business are all concerns that need to be addressed, promoting international collaboration in competitive people training, including with private industry representatives, introducing innovation refers to innovative SMART technologies in the learning system, and improving training in the modern environment, in the works of the Academician of the Academy of Sciences of Uzbekistan K.Kh. Abdurakhmanov (2014), N.K. Zokirova (2013), N.Kh Khakimov, and S.Kh. Dzhumaev (2018)., the role of creative approaches in foreign language instruction at a modern economic university is considered. A thorough scientific investigation has been carried out into the state and dimensions of the government's complete development of competitive specialist training as well as the enhancement of higher education institutions' creative activities. The researchers emphasized the importance of organizing research management and funding, as well as strengthening the links between university science and research centers.
In the context of the civil society establishment in Uzbekistan, significant socioeconomic and cultural transformations demanding highly skilled workers occurred. "When it comes to the challenges facing the economy, we must first emphasize that the following goals are at the heart of comprehensive economic reforms: educating qualified human resources capable of carrying out critical duties relevant to the economy's development" (Mirziyoyev, 2018).
In another part of analyzing this project, we found that Islamic education has an important role in the world. In the point of view of Islam, the word “education’ is utilized with the word tarbiyah instruction. It is said to be a single Arabic phrase with multiple meanings. It as a rule implies education. As indicated by Raghib Al-Asfahani, said tarbiyah means to make something develop starting with one stage then onto the next stage arrived at its high potential. In our country education become a vital factor and the government made some decisions and principles. If we take into account that about 60% of the population in our country are young people under the age of 30, 72% of the study in preschool, general secondary education, lyceums, colleges, and universities. This makes the role and importance of education reform clear. In accordance with the Decree of the President of the Republic of Uzbekistan dated March 11, 1992 No PF-361 "On improving admission to full-time higher education institutions of the Republic" major changes have been made to the selection system. Initially, enrollment was tested in 6 higher education institutions in the country on the basis of tests, and a year later this number was increased to 19. According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 258 of May 14, 1994 "On the establishment of the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan" The Republican Center was transformed into the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan. The main task of the State Testing Center (STC) is to organize and conduct tests for higher and secondary special education institutions(dtm.uz). In 2002 was established first international university in central Asia and Uzbekistan Westminster International University in Tashkent to offer Western education, with United Kingdom (UK) qualifications. It was established in partnership between the "UMID" Presidential Foundation, the Ministry of Higher and Secondary Specialized Education of Uzbekistan, and the University of Westminster in London (UoW). WIUT's mission is to provide International Standards of Education and Research Opportunities that contribute to the Intellectual, Social and Professional development of the Central Asian communities as well as the Global Community (wiut.uz).
The Decree of the President of the Republic of Uzbekistan dated February 7, 2017 "On the Strategy of Actions for the Further Development of the Republic of Uzbekistan" sets a number of tasks for the development of the social sphere, in particular, education and science. Along with strengthening the material and technical base of educational institutions, construction, repair, and overhaul of new educational institutions, it is planned to provide them with modern teaching and laboratory equipment, computer technology, and teaching aids. Admission to the doctoral program will be introduced on a fee-for-service basis at the expense of the state order and the funds of interested organizations,” President Shavkat Mirziyoyev said in his election program (lex.uz 2017). According to The Ministry of Finance, relevant ministries, agencies, the Republican Center for Social Adaptation of Children and other public organizations to strengthen the family, prevent social orphan hood, as well as gradually replace orphanages with low-income children's camps and other alternative social institutions. to develop and submit to the Cabinet of Ministers of the Republic of Uzbekistan a program of de-institutionalization of orphanages for 2019-2023 by June 1, 2019. The Ministry of Information Technologies and Communications Development and the Ministry of Finance of the Republic of Uzbekistan in 2019 at the expense of the Public Education Development Fund under the Ministry of Public Education of the Republic of Uzbekistan in orphanages and children's camps to open classrooms, to organize training of pupils on modern computer programming skills and to provide training of young experts in the field of information technologies (lex.uz 2019).
