Ferghana Valley

The International Community Discovers the Ferghana Valley as a 
“Tinder Box”
With the collapse of the USSR, the former Soviet republics of Central Asia gained 
independence and, in doing so became factors in the foreign policies of many 
countries and subjects of concern for international organizations.

The concerns that 
defined the region’s place on the international agenda included religious extrem-
ism, instability in Afghanistan, hydrocarbon resources, regional transit capacity 
that could serve as a connecting link between Europe and Asia, and international 
terrorism. The Ferghana Valley, as the region’s geopolitical core, came to play a 
special role in all these discussions.
Having been divided among three republics by Soviet decisions of the 1920s 
and 1930s, each of the national sectors of the valley now gained distinct advantages 
with respect to the others. Uzbekistan’s sector dominates the valley’s plains and 
therefore controls most of the agricultural land. Kyrgyzstan’s sector leads up to the 
mountains, whence the major hydroenergy resources arise. The Sughd province 
of Tajikistan, serving as a gateway to the Ferghana Valley, controls major existing 
transportation lines connecting the valley with the outside world. All of these factors 
affect both economic interdependence and security in the valley as a whole, and 
define the nature of inter-state cooperation and competition there. By virtue of its 
geographic position and ethnic makeup, the Ferghana Valley is also a particularly 
vulnerable entity, affected equally during the 1990s by the civil war in Tajikistan, 
the ongoing conflict in Afghanistan, and the complex internal situation in China’s 
Xinjiang Uyghur Autonomous Region.
These circumstances account for the interest of foreign governments and inter-
national organizations in the Ferghana Valley, as manifested in a series of studies, 
projects, and reports following their implementation.

Notable is the fact that both 
Western and Russian publications on the Ferghana Valley focus on the issue of re-
gional conflict. They have viewed the valley as a breeding ground of instability and 
a source of inter-ethnic and inter-state conflicts. Such analyses variously describe 
it as a “tinder box”

or “cradle of Islamism”

in Central Asia. Indeed, inter-ethnic 
conflicts in the late 1980s and early 1990s, and the Batken events of 1999–2001, in

which members of the Islamic Movement of Uzbekistan (IMU) attacked the valley 
from the south, did much to shape Western opinion about the Ferghana Valley. In 
this regard, the UN Ferghana Valley Development Programme argued that “The 
Ferghana Valley reemerged on the international scene as the site of two particularly 
unfortunate ethnic clashes.”

Undeniably, such extremist groups as the IMU, Akromiya, and others are di-
rectly or indirectly linked with the valley. High population density,

widespread 
unemployment, scarce land resources, and the incomplete process of defining 
national borders make the valley a hotbed of potential and real regional security 
challenges, many of which have engaged the attention of the international com-
munity. Concerning that involvement, let us therefore ask what issues and projects 
have been identified as international priorities, what assumptions about the nature 
of conflict in the valley are these based on, and to what extent have they affected 
regional development there?
