MEETING WITH EDUARD SHEVARDNADZE
Summary
On April, 30^th, 2009 the meeting of group of teachers and students of the Georgian technical university with outstanding politician of the present times Edward Shevardnadze has taken place. The meeting purpose was acquaintance of the future civil servants with system of the government with an essence of the effective government in live dialogue with the person who has brought the huge contribution to business of democratic reforming of the USSR, in formation of the Georgian state. The meeting has passed in the dialogue form. Students and young teachers interested various problems of the governance and public administration: formation of competitive educational system, formation of a strong civil society and democratic institutes, mutual relations of universal and national interests, the authorities and societies, about an essence of democracy and democratic board, about a role of the person, about August events of 2008, about the reasons of this war, methods of overcoming of political crises and E.Shevardnadze's personal experience. And also prospect and possibilities of integration of Georgia in NATO and about readiness of the Georgian society for such integration.
Eduard Shevardnadze has in detail told to listeners about essential problems of the effective government, has resulted set of examples of overcoming of political crises, has shared own experience.
Having concerned education, Eduard Shevardnadze has noticed, that the education system by the nature has conservative character since formation priorities, as a rule, do not vary; all system should be based on knowledge, on all valuable, that is saved up by the previous generations; Thereupon Eduard Shevardnadze has specified also in the errors admitted during carrying out of educational reform, and in relation to Tbilisi state university, the union of writers of Georgia, etc.
In the course of the governance Eduard Shevardnadze considers as the main thing end of perfection of democratic institutes as connecting link of a society and power, the control system should be based on democratic values. The democratic form of board is the main source of formation of the Georgian state. Thus other source of the strong state is the unity of universal ideals and national interests, their division is impossible. Globalisation influence will be positive if the country can keep the originality and the traditions.
Infringement of democratic forms of board has led to those errors which have been admitted recently, the coming into military actions in August, 2008 was the big error, territories have been lost, independence of Abkhazia and South Ossetia has been recognised by Russia, but Russia has admitted a gross blunder which a boomerang will return to it. This precedent Russia has pushed national republics of the Russian Federation to self-determination. On the other hand, the close military-political union with Russia puts Abkhazia before danger of degeneration.
Eduard Shevardnadze has told about events of world value, integration of Germany, about partnership and rapprochements of the USSR and the USA, a suspension of race of arms, end of cold war, about the Russian-Georgian relations, about ways of overcoming of existing contradictions. Concerning integration into NATO, Eduard Shevardnadze considers, that it is not necessary to hurry up and it is necessary to watch events in Russia. Eduard Shevardnadze has mentioned also questions of “peacefull caucasus”, has specified in necessity of the account of escalating influence of China, etc.
The meeting has taken the form of the real master class, students were delighted with dialogue with Eduard Shevardnadze. From its part Eduard Shevardnadze also remained is happy with students and as has noted in interview to newspaper "Asaval-Dasavali" - «Georgia will save as soon as we have such youth».
