Abstract:
Information communication technology (ICT) has revolutionized the way we work, 
play and learn. Traditional methods and approaches of communication, media, information 
processing and dissemination are being challenged in every facet of life. This has led to the 
emergence of new ways of governance known as electronic government or simply put e-
Government. E-Government services require electronic document management systems 
(EDMS), which is akin to the bloodstream of e-Government.
The relevance of the topic is due to the rapid development of technologies and their 
widespread implementation in electronic document flow and in archival work, which are 
ubiquitous. The number and volume of documents used in the modern world are growing. 
Moreover, the ratio of electronic and paper documents changes over time in favor of the latter. 
At the moment, according to statistics, the volume of corporate electronic text information 
doubles every three years. It is safe to say that it is currently impossible to completely abandon 
paper documents, however, according to experts experienced in this field, the use of electronic 
options will increase every year.
The paper presents the concept of electronic government, the principles of 
implementation of electronic government, as well as information about the problems of 
information security of an organization that implements an electronic document management 
system, considers the concept of secure electronic document management, the concept of an 
electronic document management system and its levels that need to be protected, and also 
defines the main methods and mechanisms to ensure their protection.
