The Board of Supervisors of East Brunswick Township held their Annual Re-Organizational meeting on Monday, January 5, 2015 at the Municipal Building. The Meeting was called to order by Chairman Jeffrey Faust at 6:39 PM. There was a PLEDGE OF ALLEGIANCE to our flag.
In attendance for the meeting were Chairman Jeff Faust, Vice-Chairman/Treasurer Thomas Strause, Supervisor Thomas Noecker, Jim Crossen, Esq.; Greg Stewart, Engineer; and Secretary Kelly Coldren.
Also in attendance for the meeting were residents: John Heim, Don Rubinkam and Charlene and Rick Hoffman.
RE-ORGANIZATION
On a motion by Tom Noecker, seconded by Tom Strause, Jeff Faust was nominated as the Temporary Chairman. Voted All in Favor. (Jeff Faust abstained)
On a motion by Jeff Faust, seconded by Tom Noecker, Kelly Coldren was nominated as the Temporary Secretary. Voted All in Favor.
On a motion by Tom Strause, seconded by Tom Noecker, Jeff Faust was re-elected as the Chairman of the Board for 2015. Voted All in Favor. (Jeff Faust abstained).
On a motion by Jeff Faust, seconded by Tom Noecker, Tom Strause was re-elected as the Vice-Chairman of the Board of Supervisors for 2015. Voted All in Favor (Tom Strause abstained).
On a motion by Jeff Faust, seconded by Tom Strause, Kelly Coldren was appointed as the Secretary. Voted All in Favor.
On a motion by Jeff Faust, seconded by Tom Noecker, Tom Strause was re-appointed as Treasurer. Voted all in Favor. (Tom Strause abstained)
The appointment of auditors was tabled until the February meeting seeing as the BOS has been unable to find anyone interested in serving in the positions as of yet.
On a motion by Jeff Faust, seconded by Tom Strause, Charlene Hoffman was appointed as Tax Collector.

WAGE SCALE
Roadmaster – Since the position of Roadmaster is held by a Township Supervisor, the Board of Auditors must set this compensation. The Board of Supervisors will make a recommendation to the Auditors that the Roadmaster’s rate be increased by forty cents.
On a motion by Tom Strause, seconded by Jeff Faust, the following wage scales were approved:

Road Crew Member (Keith Coller) – increase of $.40 per hour

Road Crew Member (John Heim) – increase of $.40 per hour
The Board voted All in Favor for the above increase in wages.
Board of Supervisors announced the salary for Secretary will be discussed for the anniversary date of February 2015.
On a motion by Tom Strause, seconded by Tom Noecker, the pay scale for part time help with ($11) and without ($10.50) a CDL to remain the same, with no increase. Voted All in Favor.
TREASURER’S BOND
On a motion by Jeff Faust, seconded by Tom Noecker, to make a recommendation to the auditors to keep the Treasurer’s Bond the same at $1 Million. Voted All in Favor. (Tom Strause abstained)
APPOINTMENTS
On a motion by Tom Strause, seconded by Jeff Faust, Tom Noecker was re-appointed as the Township Road Master for 2015. Voted All in Favor (Tom Noecker abstained).
On a motion by Jeff Faust, seconded by Tom Strause, James E. Crossen III of Williamson, Friedberg & Jones, was re-appointed as the township legal counsel for 2015. Voted All in Favor.
On a motion by Tom Strause, seconded by Tom Noecker, Greg Stewart of Alfred Benesch, was re-appointed as the engineer of the township for 2015. Voted All in Favor.
The Alfred Benesch & Company Master Agreement was accepted and two original copies were signed by the supervisors.

BUILDING CODE OFFICIAL
On a motion by Jeff Faust, seconded by Tom Strause, Alfred Benesch & Company was re-appointed as Building Code Official to perform inspections for the township for 2015. Voted All in Favor.
On a motion by Jeff Faust, seconded by Tom Strause, Kyle Kehoe of Alfred Benesch was appointed as the Zoning Officer for 2015. Voted All in Favor. (Resolution 2015-1)
On a motion by Tom Strause, seconded by Jeff Faust, Wayne Bowen was re-appointed as the Primary Sewage Enforcement Officer for 2015. Voted All in Favor. (Resolution 2015-2)
On a motion by Jeff Faust, seconded by Tom Noecker, Jeff DeAngelo of Alfred Benesch was re-appointed as the Alternate Sewage Enforcement Officer for 2015. Voted All in Favor. (Resolution 2015-2)
On a motion by Jeff Faust, seconded by Tom Strause, the SEO service fees presented by Alfred Benesch and Company were accepted. No changes had been made. Voted All in Favor. (Resolution 2015-3)
On a motion by Jeff Faust, seconded by Tom Strause, John Heim was re-appointed as the Floodplain Coordinator for 2015. Voted all in Favor.
APPOINTMENT OF DEPOSITORY OF TOWNSHIP FUNDS
The banking institutions for the General Fund, State and Payroll Accounts will remain the same with Mauch Chunk Trust Company (MCT). The escrow account will remain with National Penn Bank.
On a motion by Tom Strause, seconded by Tom Noecker, the board agreed the depositories to remain the same for 2015. Voted All in Favor.

On a motion by Tom Noecker, seconded by Tom Strause, first check signer is to remain Jeff Faust . Voted All in Favor. (Jeff Faust abstained)
On a motion by Tom Noecker, seconded by Jeff Faust, second check signer is to remain Tom Strause. Voted all in Favor. (Tom Strause abstained)
OTHER APPOINTMENTS
On a motion by Jeff Faust, seconded by Tom Noecker, Tom Strause was appointed township delegate for PSATS Annual Convention to be held in April 2015 (if township decides to attend).

On a motion by Jeff Faust, seconded by Tom Strause, Tom Noecker was re-appointed as the Township Representative for Blue Mountain Recreation Commission. Voted All in Favor. (Tom Noecker abstained)
On a motion by Tom Strause, seconded by Tom Noecker, Jeff Faust was appointed as the Alternate Township Representative for Blue Mountain Recreation Commission. Voted All in Favor. (Jeff Faust abstained)
On a motion by Jeff Faust, seconded by Tom Noecker, Tom Strause was appointed as the Primary Township Representative for SSCOG. Voted All in Favor. (Tom Strause abstained).
On a motion by Tom Noecker, seconded by Tom Strause, Jeff Faust was appointed as the Alternate Township Representative for SSCOG. Voted All in Favor. (Jeff Faust abstained).
TOWNSHIP MILEAGE RATES
On a motion by Jeff Faust, seconded by Tom Strause to set the mileage reimbursement rate at the 2015 federal rate of 57.5 cents per mile. Voted All in Favor.
TOWNSHIP TAX RATES
On a motion by Jeff Faust, seconded by Tom Strause, the township adopted the following tax rates (Resolution 2015-4): Voted All in Favor.

UNFINISHED BUSINESS:
ORDINANCE FOR TRUST AGREEMENT FOR PSATS UNEMPLOYMENT COMPENSATION GROUP TRUST & PENSION PLAN
Solicitor Crossen looked into this and the township will need an ordinance for the Unemployement & the Pension plans. There was a change with the underlying trust documents concerning an additional number of trustees. A motion was made by Jeff Faust, seconded by Tom Strause, to advertise the ordinances that will be voted on at the February meeting.
NEW BUSINESS:
AVAILABILITY OF ACCESS TO 2014 ONLINE TAX SYSTEM
Denise Rautzhan informed Kelly that the county would grant her access to the 2014 tax records via the online system so that she can handle all requests. The new Tax Collector will not have access to these records. The BOS instructed Kelly to call the county and get this set up for the township.
CORRESPONDENCE
GENERAL
SOUTHERN SCHUYLKILL COG MEETING
COG Meeting scheduled for Thursday, January 15th at 7 PM.
BLUE MOUNTAIN RECREATION COMMISSION MEETING
The monthly recreation meeting is scheduled for Wednesday, January 28th at 7 PM.
SCHUYLKILL TCC MEETING
The TCC meeting is scheduled for Tuesday, March 24th at 6:00 PM at the
Court House.
TAX COLLECTORE RESIGNATION LETTER
Kelly announced that she had received Denise Rautzhan’s resignation letter for her position of Tax Collector. She will close out 2014 and then be done. On a motion by Jeff Faust, seconded by Tom Strause, the BOS accepted her resignation. Voted all in Favor.

PERMITS
Greg Stewart discussed options outlined in email previously sent to BOS in regards to possible solutions for the Old Country Lane bridge into Hecla. Options include constructing a new temporary bridge downstream of the current bridge and a new road.
Greg Stewart also gave an overview of the NBIS Reports that the township just received in regards to the township’s bridges.
Greg Stewart suggested that we start thinking about the 2015 Road Program: get ideas, plan a site visit, get the ball rolling with John Davis.
ROAD MASTER REPORT
Tom Noecker reported on the road crew’s monthly activities in the township which included patching dirt roads, cutting gutters and working on the Trac Loader.
MEETING MINUTES
Motion by Tom Noecker, seconded by Tom Strause to approve the minutes for the Regular BOS Meeting of December 16, 2014 as presented. All Voted in Favor.
TREASURER’S REPORT
Motion by Jeff Faust,seconded by Tom Noecker to approve the Treasurer’s Report as presented. All Voted in Favor. (Tom Strause abstained)
REVIEW AND AUTHORIZATION OF BILLS
Motion by Tom Strause, seconded by Tom Noecker to approve the Payment of Bills as presented. Voted all in Favor.
On a motion by Tom Strause, seconded by Jeff Faust, the meeting was adjourned at 7:23 PM. All Voted in Favor.
