Minutes of the Regular City Council Meeting, Tuesday, February 10, 2015

Present: Mayor Plumb and Councilmembers Brown, Jeffko, Olson, Rice and Vugteveen.
Staff: Jensen, Burks and Attwood
Mayor Plumb called the meeting to order at 7:00 pm and the pledge of allegiance was given by all.
There were no changes to the agenda requested.
Public Comment
Sandy Sunda was present and gave the Mayor information about chickens.
Cindy Dickerson, a resident of the Mill Drive area, was present to voice her dismay about the additional $15 per month on her water/sewer bill. This amount is to pay back a loan to the sewer fund for the recent sewer project. Ms. Dickerson said they were told there would not be any additional charges to hook to the sewer. There was discussion on the matter and the Council thanked her for coming in.
Anna DeChiara, a Tonasket resident, was present to talk about several issues. 1) the treaty signed by Chief Tonasket turning over the land for the City, 2) the City’s water and 3) the plaques at Founder’s Day Park.
Pat Atchison was present and stated that 12 chickens are way too many to have in the City.
Jayden Vugteveen was present, she is a student in Running Start studying State and Local Government.
Katy Teachout, the new Gazette-Tribune reporter, introduced herself to the Council.
Unfinished Business
The Franchise Agreement with North Valley Hospital was discussed. The rationale used to determine the fee for the franchise was reviewed and the Council decided to stay with their former proposal.
Motion to affirm and support the prior agreement that was adopted at the January 13th, 2015 Council meeting and to thank the Hospital staff for discussing this matter with the Council. M/Olson, S/Jeffko. Carried 5:0
Motion to change the date for the Council goal setting meeting to Wednesday, February 18th, 2015. M/Jeffko, S/Brown. Carried 5:0.
Discussion on allowing chickens in the city limits. Each of the Councilmembers voiced their opinion on the subject: Vugteveen--does not support allowing chickens until the City can afford a code enforcement officer. Rice---not supportive because of the enforcement issue, if people want eggs there are plenty of farms in the area and she would like to keep the City clean. Olson---there are numerous reasons to have chickens. Jeffko---does not support, agrees with Councilmember Vugteveen and chickens are not sanitary. Brown---agrees with Councilmember Vugteveen.
Mayor stated there is no change in the code and those with chickens are now out of compliance.
Mayor/Council/Committee Reports
Olson: Encourages everyone to go and support Green Okanogan’s Recycling Center by going to the auction and dinner on February 14th at the Community Cultural Center.
Jeffko: Reported she has received a complaint about parking in front of the Co Op on Fourth St. Also reported she is meeting with the Tonasket Pool Association about the feasibility of a Parks and Recreation District.
Rice: Asked about placing the recycle bins on Roy Stotts Road.
Brown: Reported there is an area of concern on 3rd Street next to the Kuhler, there is a ramp that someone walked off and he is wondering if it is a City matter. Building Official Christian Johnson will be contacted.
Vugteveen: Apologized for missing the previous Council meeting. Reported she has also been approached about the recycle bins. Vugteveen stated everyone needs to support Green Okanogan in their recycling endeavors.
Mayor: Reported he continues to attend the OCTC meetings. Mayor also reported the Chamber of Commerce meetings are being well attended.
Department Head Reports
Jensen: Reported the hydrant on the corner of SR97 and SR20 has been removed in preparation of the new corner project that will be constructed by WSDOT. Jensen reported he is concerned about the parking in front of OK Chevrolet on Whitcomb Ave. Vehicles are being left all night and it is difficult for street cleaning and snow removal.
Burks: Reported Matthew Beard is doing well at Academy. Burks also reported on police work he and his department have been working on.
Attwood: No report.
Motion to adopt Resolution 2015-03, which fixes the date and time to conduct an open record hearing on a petition for annexation and causing notice of such hearing to be given. M/Jeffko, S/Olson. Carried 5:0.
Motion to adopt Resolution 2015-04 which amends the fee schedule for 2015. M/Vugteveen, S/Jeffko. Carried 5:0.
The Mayor reported he has heard from a representative of the Utilities and Transportation Commission in response to a letter written to them about acquiring the lower access to Chief Tonasket Park. The e-mail stated she will be in contact with the Mayor after she has researched the subject.

Okanogan Conservation District 75th Anniversary Celebration February 25th
The City Clerk asked the Council to verify the amount for the Comancheros that is to be in the budget for Hotel Motel funds in Budget for 2015—is that amount $1750.00? The answer is yes.
The City Clerk stated there is a new program with the State Auditor’s Office called FIT. The program is to assist in regularly assessing a city’s financial health.
Motion to approve the consent agenda: the minutes of the previous meeting, the January Payroll $61,196.64 (5601-5614 and direct deposit run 1/27/2015) and the February Bills $233,047.55 (5600, 5615-5678 and 4 EFT payments 2/10/2015). Carried 5:0.
There being no further business the meeting was declared adjourned at approximately 9:30 pm.
