I Opening Remarks


The Chairman welcomed all Members and representatives of Government departments and the City Planning – Maunsell Joint Venture to the 7th meeting of the Wong Tai Sin District Council (WTSDC), in particular Mr. Bryan HA, who succeeded Mr. Y.C. CHAN as ADO (WTS); Mr. HUI Wai-shing, the new SLO (DL) of WTSDO; Ms. Winne LEE, who succeeded Mr. CHAN Hung-ying as DLM (WTS); Mr. Daniel SO, CTO (Kln), who stood in for Mr. SO Chun-chun; and Mr. MAK Siu-hung, SHM (P/KE), who stood in for Mr. FUNG Ka-wing. WTSDC thanked Mr. Y.C. CHAN and Mr. CHAN Hung-ying for their contributions during their tenure of office. The Chairman also informed Members that Mr. MOK Ying-fan and Mr. TO Kwan-hang, Andrew were unable to attend the meeting due to other commitments. The meeting noted their absence, but could not grant them approval in accordance with Standing Order of WTSDC.

IV Kai Tak Planning Review – Stage 1 Public Participation: Community’s Vision for Kai Tak

4. Mr. Raymond LEE introduced the background of the Southeast Kowloon Development plan and thanked WTSDC for co-organising three public forums and workshops regarding this subject. Mr. Derek SUN and Mr. Jack LI of the consultant company introduced the paper.
5. The Chairman invited Members to raise their views and opinions. Dr. LI Sze-bay, Albert supported the construction of a cruise terminal and a multi-purpose stadium as they would help promote the tourism and sports development in Hong Kong.
6. Mr. LAM Man-fai supported the principle of no reclamation. He also opined that the water quality of Kai Tak Nullah had been improved significantly, so it would be inappropriate to deck the Kai Tak Approach Channel. He suggested applying biochemical treatment to the Kai Tak Nullah and developing that area into a water activity centre, green museum or aquatic ecological park for education purpose. They could be linked up with the Nga Tsin Wai Village and the Walled City Park as a Kowloon Heritage Trail.
7. Mr. CHUI Pak-tai supported the concept of ‘Environmentally Friendly City’. There should be no carriageway in the city and the area reserved for the residential development should also be minimised. He was also supportive of the concept of no reclamation.
8. Mr. NG Yiu-man opined that the Kai Tak Planning Review should be considered together with the West Kowloon Cultural District project to avoid negative competition. He was concerned about the plot ratio of the buildings to be built under the Kai Tak Planning. He worried that the view of the Victoria Harbour would be affected if the buildings to be built were too high. He was also supportive of the concept of no reclamation. He further suggested relocating the Kowloon Bay Cargo Handling Area to cope with the plan for promoting tourism.
9. Mr. WU Chi-wai supported the opinions of Mr. NG Yiu-man, but opined that the reclamation of Kowloon Bay should be considered in a practical manner. He supported the construction of a cruise terminal and a heliport to promote tourism. He also suggested considering the redevelopment of the old areas, like Kowloon City, Ma Tau Wai and To Kwa Wan together with the planning development of the old Kai Tak Airport.
10. Mr. SHI Lop-tak opined that the reclamation works in the past decade had seriously affected the view of the Victoria Harbour, so any proposed reclamation plan should be considered carefully. He supported the construction of a cruise terminal and a heliport. He also suggested constructing a world-class exhibition venue and, if not feasible, an exhibition venue for the Asian region. He suggested PlanD to consider the redevelopment of San Po Kong area at the same time and pay more attention to the negative impact on the traffic condition of San Po Kong area during the implementation of the development plan.
11. Mr. FUNG Kwong-chung thanked PlanD for attending the meeting of WTSDC. He supported the concept of starting with ‘no reclamation’ development scenario and the development of an ‘environmentally friendly city’. He also supported the opinions of Mr. LAM Man-fai on the Kai Tak Nullah. He suggested retaining the Kai Tak Approach Channel, but strictly controlling the pollutants in the upstream. He also wanted to know whether the green zone, central park, underground transport system and the reserved land for schools in the original plan would be retained, and the impact of the future planning on the vicinity of the area.
12. Mr. LEE Tat-yan was concerned about the traffic problem in the vicinity of the development area and hoped that noise barriers would be erected to avoid any noise impact on Rhythm Garden and Choi Hung Estate. In order to maximise the use of land resources, he suggested PlanD to consider redeveloping the six vacated Government industrial buildings in San Po Kong.
13. Mr. CHAN On-tai asked PlanD to provide a more comprehensive planning concept for public consideration. He also suggested considering the reclamation plan in a practical manner and developing part of the old airport into a commercial area. He expressed his reservation over the development of an ‘environmentally friendly city’ as such a city was going to be rather costly.
14. Mr. LAI Wing-ho, Joe opined that whether reclamation works were to be carried out should depend on the actual situation. He supported the concept of building of an ‘environmentally friendly city’ because it was the trend of modern international cities. He also opined that three characteristics of the old airport site should be taken into account in the development, namely its nodal location, its view of the Victoria Harbour and its historical background.
15. Dr. LAU Chi-wang, James pointed out that from engineering point of view, there would be technical difficulties in developing a cruise terminal without reclamation. As such, if a cruise terminal was to be built, reclamation works would be unavoidable.
16. Mr. HO Yin-fai opined that there was not many sites in Hong Kong that could be developed into a cruise terminal, so the Government should make the best use of the site of the old airport. In the planning of the site, the co-ordination of the old and new areas should be taken into account. He also suggested the Government to make use of the site to stabilise the supply of land for public housing and private residential buildings.
17. Mr. CHENG Tak-kin, Michael opined that the priority of the Government was to boost the economy and reduce the unemployment rate. He suggested developing the site of the old airport into a tourist destination. However, he expressed his reservation over the construction of public housing estates because the buildings would block the views of the Victoria Harbour. The views of the Lion Rock Mountain and Fei Ngo Shan should also be preserved.
18. The Chairman hoped that the site of the old airport could be used to relieve the insufficient community and road facilities in the Wong Tai Sin District. He also hoped that the control tower of the old airport could be retained as a landmark of the district.
19. Mr. Raymond LEE thanked Members for their valuable views. He replied that the future planning of the old airport site would work with ‘no reclamation’ as the basic design concept, but whether reclamation works actually needed to be to be carried out would be subject to the 'overriding public need test'. PlanD would provide more detailed and concrete information on the conceptual planning for more intensive discussion in the next stage. The connection and co-ordination between the old and new areas would be a key area under the present review.
20. The Chairman concluded that Members had raised their views and opinions on the subject and PlanD should re-consider the planning of the old airport site again. He thanked Mr. Raymond LEE, Mr. Kelvin CHAN, Mr. Derek SUN, Mr. Jack LI and Miss Flora LAI for attending the meeting.

V Pedestrian Linkage System of the Redevelopment Plan of the Upper Wong Tai Sin Estate Phase 3

21. The Chairman introduced the representatives of the Housing Department (HD). Mr. Simon YIK introduced the paper. He thanked Members for their views on this subject in the past and conducting a site visit with the Government departments concerned.
22. The Chairman said that a decision on this subject had already been reached at the meeting of the Housing Committee on 12.10.2004. If there was no objection, WTSDC would write to HD to extend the unanimous support of Members to Option 3 of the paper. Members did not raise any objection.
23. Mr. SO Sik-kin hoped that HD could attend the meeting of Chuk Yuen Area Committee to brief Members on this matter. Mr. Simon YIK replied that he would be pleased to attend the meeting of Chuk Yuen Area Committee.

VI Introduction of Centre for Health Protection, Department of Health

25. The Chairman introduced the representatives of the Department of Health (DH). Dr. C.Y. MOK made an introduction of the subject and Dr. C.L. HO introduced the paper.
26. Ms. LEE Ming-pui, Mavis thanked the representatives of DH for their detailed introduction. She inquired about the duties and responsibilities of DH and the Centre for Health Protection (CHP) and the relations between CHP and the Hospital Authority (HA). She wanted to know what actions would be taken if a new communicable disease emerged and which department would be responsible for proposing legislative amendment. She also asked how CHP co-ordinated with the universities on the scientific studies and the control of epidemic diseases in Hong Kong; and how SWD, DH and FEHD co-ordinated with each other to avoid the outbreak of epidemic diseases. Besides, she was pleased to know that the Community Liaison Division of DH would participate in the ‘Wong Tai Sin District Healthy City’ to enhance the public awareness of personal hygiene in the district.

27. Mr. CHAN On-tai said that the major responsibility of CHP should be ‘prevention’ of diseases, so CHP should work with the universities or other organisations to conduct research on medicine and pathology to enhance the prevention work.

28. Mr. LAI Wing-ho, Joe was concerned about the co-operation and co-ordination among CHP, DH and HA, and hoped that the dissemination of information and policy-making could be improved following the establishment of CHP.
29. Mr. CHUI Pak-tai believed that CHP would carry out its functions well, but he hoped that CHP could develop some profit-making projects so that it could help relieve the financial pressure on the public purse.
30. Mr. FUNG Kwong-chung also had confidence in the effectiveness of CHP. He wanted to know how CHP maintained communications with the international and mainland medical organisations to disseminate information on communicable diseases. He inquired about the progress of the former suggestion of establishing a hospital specialised in communicable diseases, and what actions would be taken to tackle the Japanese encephalitis cases emerged recently. He also thanked Dr. C.L. HO for participating in the activities of the Healthy City. He asked DH to consider arranging more health talks for the community and schools to enhance the prevention of communicable diseases.
31. Mr. LAU Kar-wah hoped that DH could send doctors to brief Members of Area Committees about their work.
32. Dr. C.Y. MOK said that most of the answers to the questions of Members could be found on the webpage of CHP. He further replied that CHP was under the administration of DH. HA was responsible for treating patients, while CHP was responsible for tracing the sources of diseases, preventing the outbreak of diseases and disseminating information on the subjects of public concern to DCs, doctors and the public. The seven Scientific Committees under CHP would carry out studies on subjects related to public health. Information on infectious diseases would also be posted on the webpage of CHP for public information. Regarding nurseries and homes for the elderly, they were monitored by SWD. DH would only give advice to them on the measures to prevent and control infectious diseases.
33. Dr. C.Y. MOK further said that DH was pleased to participate in the activities of the Healthy City in the Wong Tai Sin District to help the residents establish a healthy lifestyle. Information on balanced diet, weight control and the prevention of non-communicable diseases could also be found on the webpage of CHP. Regarding the international co-ordination co-operation, CHP maintained communications with public health departments of the Pearl River Delta in the Mainland and other foreign countries, as well as the World Health Organisation.
34. The Chairman opined that as it would take time to respond to all views of Members, this item would be referred to the Community Building and Social Services Committee (CB&SSC) for further discussion.
35. Dr. LI Sze-bay, Albert added that there was a ‘5-star Health, 5-star Home’ project under the Hong Kong Red Cross, which aimed at promoting healthy living. He hoped that DH would work together with voluntary organisations in the prevention of diseases.
36. Miss Victoria TANG thanked Dr. C.L. HO for participating in the activities of the Healthy City over the past two years. She hoped that a network could be established to link up the hospitals and private doctors in the district to help promote community health.

VII Hospital Authority Annual Plan 2004/2005

38. The Chairman introduced the representatives of the Hospital Authority (HA). Dr. C.C. LUK and Dr. Y.K. AU introduced the annual plans of the Wong Tai Sin Hospital and Our Lady of Maryknoll Hospital respectively. Mr. FUNG Kwong-chung thanked these two hospitals for participating in the activities of the Healthy City. Mr. FUNG Kwong-chung and Mr. CHAN On-tai expressed their appreciation of the work of HA.

39. Nine Members raised their views and questions on the annual plan of HA. As it took time to respond to all of them, the Chairman suggested HA to submit a written reply after meeting for further discussion at the next meeting of the CB&SSC.

VIII Social Welfare Department Wong Tai Sin and Sai Kung District Social Welfare Office Business Plan 2004-05

41. The Chairman introduced the representatives of SWD. Mr. LEE Wing-wai introduced the business plan of SWD in the Wong Tai Sin District. He added the content of the business plan was over and above their routine work.
42. Mr. CHAN Lee-shing inquired about the working relationship between SWD and the commercial sector. He also wanted to know whether there would be any special service for the Indian and Pakistani children.
43. Mr. CHUI Pak-tai appreciated that SWD encountered a lot of difficulties in the provision of services under the existing financial situation. He suggested SWD to co-operate with other voluntary organisations to create more job opportunities for the needy.
44. Mr. WONG Yat-yuk hoped that SWD could enhance the co-operation with the commercial sector to create more jobs of different nature for the youngsters from Comprehensive Social Security Assistance (CSSA) families. He also suggested SWD to provide more services for the Indians and Pakistani families.
45. Mr. HUI Kam-shing asked whether the Integrated Family Service Teams had sufficient manpower to meet the need in view of the repeated cases of family tragedies. He hoped that SWD could enhance the communications with HD so that better services could be provided to the vulnerable groups and families.
46. Mr. CHAN On-tai opined that SWD had spared a lot of resources for minority groups, and some CSSA recipients actually owned some properties in the Mainland. He hoped that SWD could plug the loophole to help save up the resources. (The Chairman said that this point was not related to the business plan under discussion, so Mr. LEE Wing-wai did not have to respond to it.) Mr. CHAN On-tai further said that some CSSA recipients were assigned to perform grass-cutting work in the parks. He wanted to know whether they could reject the work assigned if they were unwilling to do so.
47. Mr. FUNG Kwong-chung asked whether there would be other ways to resolve the problem of insufficient fundings instead of restructuring the services. He inquired whether SWD had any strategy to cope with the growing number of elderly and minority population in WTS and whether the number of newly established family service centres was sufficient to meet the need of the district. He also asked whether the new immigrants and single-parent families were included as the targeted clientele of the service teams for vulnerable groups. He inquired about whether SWD would take the initiative to approach the vulnerable groups to help prevent the occurrence of high-risk cases.
48. Ms. KWOK Sau-ying said that a single-parent family centre in the district would be closed and the work would be diverted to the other 4 family centres in the district. He wanted to know whether these centres could absorb the extra workload.
49. As it took time to respond to all the views and inquires, the Chairman asked Mr. LEE Wing-wai to reply in brief and details could be further discussed at the meeting of CB&SSC.
50. Mr. LEE Wing-wai replied that a lot of voluntary organisations expressed their reservation over the lump sum funding package when it was launched three years ago, but now they knew that the resources could be used more effectively with this package. He said that a total of nine youth service teams would provide services for the minority groups in the district. SWD and HD had maintained close working relationship. The cases referred by SWD were usually accepted by HD. SWD also set up one additional team to check the fraud CSSA cases. The Integrated Family Service Centres would provide different kinds of services to help prevent the occurrence of high-risk cases. SWD had approached the commercial sector and worked with them before. SWD would try its best to find more job opportunities for the needy and the social workers would even accompany them to attend the job interviews. After service restructuring, the number of social workers in the Integrated Family Service Centres had increased and could provide better services to the residents. In order to avoid the occurrence of family tragedies, HWFB would continue to bid resources to help the ones in need.

53. The Secretary introduced the paper. Members approved the withdrawal of Mr. WU Chi-wai from the Community Building and Social Services Committee; the withdrawal of Mr. CHAN Yim-kwong, Joe from the Community Building and Social Services Committee and the Leisure and Cultural Services Committee; and the withdrawal of Ms. TAM Heung-man from the Community Building and Social Services Committee and the Working Group on Promotion of Local Community Economy in Wong Tai Sin District. Their applications would come into effect on 10.11.2004. The Secretary would inform the Committees/Working Group of the above matter.
