THE ANALYTIC OVERVIEW OF THE OIL AND NON-OIL INDUSTRY IN 
THE ECONOMY OF AZERBAIJAN (2003-2018)

The spread of the coronavirus pandemic in Azerbaijan since March 2020 and the various measures taken under 
the leadership of President Ilham Aliyev to prevent this scourge have once again shown that the non-oil industry is the 
important for the Azerbaijani economy such as the oil industry. It should also be noted that both oil and non-oil industries 
are closely linked, and the development of one depends on the development of the other. 
The development of the non-oil sector in parallel with the oil sector of our economy has always been in 
the focus of Ilham Aliyev, who was elected President of Azerbaijan in 2003. He said in a speech at a ceremony marking 
the 10th anniversary of the "Contract of the Century" on September 20, 2004: "We need to diversify our economy so that 
it is not based solely on oil. Extensive measures are being taken for this and the non-oil sector of the Azerbaijani economy 
is developing successfully. In the future, this will allow us to develop every region of our country. But the oil factor is at 
the heart of all this. Oil revenues are also very effectively maintained and used” (1, s. 271). In this speech, I. Aliyev 
reiterated that both areas are interdependent, and that one of them can be a driving force for the other. The “Long-Term 
Strategy for Oil and Gas Revenue Management” have been approved with the Presidential Decree of 27 September 2004

(3, s. 122). The decree focused on the directing oil revenues to the non-oil sector. At present, it is possible to say that this 
decree has been implemented, because our non-oil sector has developed many times compared to previous years. 
In the early 2000s, one of the main sectors of the Azerbaijani economy was the oil industry, which was 
always in the focus of Heydar Aliyev and was developing rapidly. Between 2003 and 2006, the mining industry accounted 
for more than 61% of total industrial output. In 2006, 32 million tons of oil were extracted in Azerbaijan (2, p. 376). The 
transfer of revenues from the oil industry to the development of the non-oil industry soon began to bear fruit. New plants 
and factories were opened in Azerbaijan, and many enterprises were rebuilt. Caucasian Cannery in Khachmaz district, 
which can be considered important for the development of the food industry in our country, was rebuilt to increase 
production capacity (1, p. 264). The Presidential Decree on the Adoption of the Law of the Republic of Azerbaijan “On 
Protection and Development of the Carpet Art of Azerbaijan” of December 7, 2004 and its application on February 7, 
2005 was an important step in the textile industry. - was aimed at the development of the non-oil industry (5). 
With the construction of the Baku-Tbilisi-Ceyhan and Baku-Tbilisi-Erzurum pipelines in 2006, 
Azerbaijan became an oil and gas exporter in the region and the world (2, p. 376). Several important measures have been 
taken to develop the non-oil industry in our country. The opening of a sugar factory in the Imishli region on March 23, 
2006 increased production in the food industry, and the opening of the Sheki Brick Plant on April 13, 2006 increased 
production in the construction industry (1, p. 225). Some industrial products produced in the country have gradually 
reduced the demand for imported products, which has strengthened our economy.
