(system connections), and connections that are not essential for the occurrence of such 
a property.
The "tax" element of the tax system is directly related to the “taxpayers and tax 
agents” element. The elements of "tax", as we know, include: the rate, tax base, etc. 
having Identified structural links between these elements, the state should coordinate 
them to reduce or increase the tax burden on taxpayers.
The effect of the principle of interdependence of the system and the 
environment leads to the fact that the normal existence of the system is impossible 
without taking into account the feedback function, and the system must be an active 
component of such interaction. For the normal functioning of the tax system must react 
to changes in the economic situation in the country and the world, and in accordance 
with these changes the government should make adjustments to the elements of the tax 
system. In this way, the tax system and the external environment are linked.
Mutual penetration of capital from different countries in the form of production, 
capital and financial investments has become widespread, and the creation of systems 
of international credit and economic regulation has led to the intensive development of 
the common market and the emergence of integrated joint ventures, corporations, and 
transnational companies.
Signs of an organic system:
* Complexity of this system, which acts as a system of systems;
* The ability of the system to self-develop, reproduce the missing organs, the 
presence of mechanisms for reproducing itself;
* Multi-level and multi-layered structure, a combination of higher and lower 
forms of matter movement;
* The presence of a well-defined evolution, which is self-development, self­
organization, self-government, change of structures, expansion of the foundations of 
life;
* Existence of managerial and self-governing subsystems that regulate the 
behavior and development of these systems;
* Availability and continuous development of mechanisms for interaction with 
the environment;
