other industry. On the other hand, excessive government presence and regulation
dampens entrepreneurial initiatives which are the core for the establishment and
evelopment of market relations.
In addition, the tourism industry in the market economy plays an important
economic, political and socio-cultural role for every country, as a result of which it
is quite difficult to establish government management bodies. International tourism
laws greatly impact the development of tourism and the emergence of new trends in
tourism activities. Along with market development on the basis of conventional tourism
services, activities when consumers are provided with the right to use real estate
facilities located in various resorts on the planet, the so-called club- based vacations,
have lately become widespread. This kind of services is known as time sharing.
Tourism activities are under state regulation. Regulation involves measures
to determine priority development areas for both domestic and international tourism,
to promote tourist products on domestic and international markets, to create favorable
conditions for the development of the tourism industry, to interact with foreign
countries and international organization in the tourism industry.
Historical experience shows that the development of services, including
tourism, in any country was one way or another regulated by the state and state-legal
institutions. By passing statutory and legal acts, any country tries to regulate activities
in the tourism business. Staff preparation and training, and planning in tourism are
important factors in this respect. As far as the planning of tourism development is
concerned, the state plays a leading role.
Public authorities regulate the process to avoid its chaotic development,
especially in the most environmentally vulnerable regions. For instance, the Bermudas
passed a number of statutory and legal acts related to planning for the purpose of
protecting the islands’ tourism industry. Specifically, the number of cruise liners that
are allowed to enter the Bermuda ports is limited, neon signs are banned, measures are
stipulated to protect the flora and fauna, the height of buildings is limited, to name but
a few.
Public authorities’ tasks also include control over new construction so that
holiday facilities are provided with advanced equipment for water supply, sewage
disposal, litter removal and transportation. The state should control so that modern
construction technologies are applied and vacation facilities under construction are
