Facility Updates



Vehicle Registration Updates

  • The U.S. Army Garrison Stuttgart Vehicle Registration Office has added online appointments for community members clearing and shipping vehicles, in addition to registration renewal. Clearing and shipping includes “shipping plates” and the turn-in of plates for destruction.

  • Stuttgart community members can now make online appointments via the registration renewal appointment link available on the homepage at www.stuttgart.army.mil, or directly here.

  • Two new clerks have been added to the Vehicle Registration team to expedite customer transactions.

  • Vehicle Registration is offering services by appointment only, July 1, due the training holiday.

  • Vehicle Registration clearing, shipping or renewal online appointments: click here *Appointment pages are CAC access only on SharePoint.

Holiday Closures: July 1-4

  • The Housing office is closed from July 1-4 for the U.S. Holiday celebrating Independence Day.

  • Privately Owned Vehicle Inspection Station, Building 2930 on Panzer Kaserne, as well as the Base Support Operations Maintenance Division (BASOPS MD) Stuttgart, in Building 3320, will be closed July 1. Contact BASOPS MD at DSN: 475-7688 with questions regarding POV inspection.

  • Fitness Centers: Panzer/RB/Kelley Fitness Centers will be closed July 4 for the holiday, Patch Fitness Center will be open holiday hours 9 a.m. - 6 p.m.

  • As with any German or Federal holiday, check the hours of on-post services before you go.

Event Parking Blocking

  • July 1-4 Patch Barracks areas surrounding Husky Field and the Patch Chapel will begin blocking in preparation for the event on July 4.

  • July 7-8 and July 17-18: Defense Information Systems Agency Europe and U.S. Africa Command are scheduled to host special events separately at Washington Square, Patch Barracks. The Patch Community Club will serve as an alternate location in case of inclement weather. Parking is scheduled to be blocked in the areas of Washington Square and Patch Community Club by midnight before the event, in preparation.

  • July 6-7: 1-10 Special Forces Group event - Parking blocked on Panzer Kaserne bowling alley and Parade Field areas, Building 2949.

New Visitor Passes

  • All visitors will receive a new IACS paper Visitor Pass when they visit a Stuttgart installation available at the Panzer Kaserne Main Gate and Kelley Barracks Main Gate. The Visitor Pass allows escorted access for up to three days within the garrison’s footprint. This paper pass requires that the visitor be accompanied by their sponsor at all times.  The new Visitor Passes provide the convenience of having the guard scan the pass like a DoD ID. It also increases security by capturing the visitor’s photo Sponsors are required to physically escort their visitors while on post and are still limited to no more than four individuals at a time.  The new Visitor Passes expire at midnight of the period they are granted access and sponsors do not have to sign-out their visitors.  The Visitor Pass will expire automatically and can be disposed of by the visitor or sponsor after expiration.


MPD Office Updates: ID card, Passport, SOFA Appointments

  • Military Personnel Division office will close during lunch from noon to 1 p.m. until further notice due to staffing shortages. MPD is experiencing longer than normal waiting times for ID Cards, Passports, SOFA cards and Military Personnel Support, especially on walk in services.

  • The community is asked to use the online appointment system available for both ID Cards and Passports. The link to make an appointment is available on the garrison SharePoint accessible using a Common Access Card (CAC) as well as on the MPD services page at www.stuttgart.army.mil.



Panzer Construction


  • Panzer Kaserne road repairs began June 20 at the intersection of Capuzzo Weg and El Alamein Strasse. Work is limited to that intersection. The traffic in that location will be reduced to one lane and will be controlled using automated traffic signals. Repairs are expected to be completed by Aug. 27.


Panzer Shuttle Bus stop relocates

  • Effective May 17, the bus stop located next to the Stuttgart Welcome Center on Panzer Kaserne was relocated between Buildings 2915 and 2918 due to construction on the Access Control Point (gate). There are no changes to the shuttle bus schedule.

  • Transportation Motor Pool: DSN 421-2389/civ. 0711-729-2389.


Patch Thrift Shop Summer Hours Extended

  • Stuttgart Community Spouses Club added two Saturdays during this summer PCS season through August. The opening hours for the thrift shop for June through August are as follows.

    • Mon., Wed., Fri. 10 a.m. – 4 p.m.

    • Thur.     3 p.m. – 7 p.m.

    • Every Saturday 10 a.m. – 2 p.m.

  • As you prepare for your PCS out of Europe or you just have a few items to donate, the SCSC asks that you review their donation policy. Visit the SCSC Patch Thrift Store online at Facebook | Website.


Stuttgart Community Public Lactation Rooms

  • The U.S. Army Garrison Stuttgart Family Advocacy Program in conjunction with the Community Health Promotion Council has announced the following public facilities available to breastfeeding mothers needing to express milk. Newly designated Lactation Rooms are open now at the JAMMI Community Room, Building 3312 (next to the Stuttgart Law Center) on Kelley Barracks, and at Army Community Service, Building 2915, 2nd floor, Panzer Kaserne. as well as the Patch Fitness Center on Patch Barracks. Community members should visit the reception area to sign out a key to the designated rooms. Rooms are outfitted with a seating area and toys for accompanying siblings, along with reading materials and other resources for new parents. Each Lactation Room is available for use at any time during the facilities regular hours of operations. All Child Development Centers also accommodate all breastfeeding mothers within the CDC's located on Panzer Kaserne and Patch and Kelley Barracks. Note: The areas within the CDC are not designated private rooms as the other locations are.

Robinson Barracks Elementary School Gym closed


  • Due to a structural failure on Jan. 27, the school gymnasium is closed. An alternate physical education location has been designated for gym class in the interim.



Kelley Car Wash closed


  • The Kelley Car Wash is closed until further notice due to an infrastructure issue that the Directorate of Public Works is servicing to repair.

  • The self-service car wash on Kelley Barracks and its four pressure wash bays are currently out of service; however, the high-powered vacuums are still operational.

  • The Patch Car Wash is also available for car cleaning needs, open daily from 10:30 a.m. – 6 p.m. except for U.S. Holidays. Contact the Auto Skills Center at DSN: 431-2555/civ. 07031-15-2555.

Support Service Updates


CYS Sports Officials Needed

  • Child, Youth and School Services Sports and Fitness is looking for sports officials for the following sports: Football; Soccer; Baseball/Softball; Volleyball; Wrestling; Basketball. Both volunteer and paid contracting positions are available. You must be 18 years old to be a contractor.

Stuttgart CAC access site moves to new server, now accessible to all branches


  • To better serve all branches of the military community in Stuttgart, U.S. Army Garrison Stuttgart has converted its SharePoint server to a new system to prevent issues with Common Access Card links, files, and important information for service members and personnel. On the new SharePoint site, personnel can locate quick appointment links and directorate information.

  • All appointment systems linked on www.stuttgart.army.mil have migrated to this server so registration and certificates at home.army.mil is no longer necessary. Personnel should clear their cache and any previously saved SharePoint appointment links in order to access the correct appointment pages going forward. The old site will be disabled soon.

Stuttgart motorcycle safety course temporarily unavailable


  • The U.S. Army Garrison Stuttgart training site used to provide active duty personnel their motorcycle training courses is closed. The site is expected to reopen in the summer following repairs and recertification.

  • Motorcycle Safety Foundation training courses are required for all personnel to receive a valid MSF card in order to legally ride motorcycles in Europe.

  • In the meantime, active duty service members have two alternate options:

    • Sign-up for a course at another U.S. Army Installation Command site by registering through the CAC-enabled Army Traffic Safety Training Program at:
      http://www.imcom-europe.army.mil/webs/sites/staff_org/safety/atstp/index.html.

    • Locate a volunteer MSF instructor available to conduct individual training. Volunteers typically provide training to civilians, family members and contractors not eligible for ATSTP courses.

Appliances, in-home maintenance


  • To make a maintenance request contact the Service Order Help Desk at DSN: 421-6200/civ. 0711-729-6200. Personnel should be home for the appointment. The Stuttgart Citizen website provides tips for European appliance maintenance and use.

Travel Advisories


  • Travel restrictions are in place for personnel/dependents for travel to certain areas in Europe. Personnel should check in with their individual commands for specific travel restrictions.

iReport Europe


  • iReport is a theater-wide reporting system that soldiers, civilians, contractors and family members in Europe can use to report suspicious behavior to the appropriate authorities.

  • iReport is available online and as a mobile app, visit www.eur.army.mil/iReport.

  • To report an imminent threat or crime in progress, immediately contact the military police or reach host-nation law enforcement by dialing commercial in Germany: 112.

AtHOC emergency notification system sign up/deregistration


  • ATHOC now has Self Service sign-up available with Common Access Card (CAC) access online.

  • Service members may also enter a dependent (one additional account).

  • AtHoc alerts users multiple ways through computers pop-ups, voice calls to landline and mobile phones, emails and text messages.

  • Contact the Emergency Management Protection Branch officer at DSN: 431-2031/civ. 0703-115-2031 with any questions, or contact your local commands Protection office.

The Safe Helpline, https://safehelpline.org is a resource offered in the United States for victims of sexual assault to have access 24/7 to the following:

    • Crisis intervention

    • Emotional support

    • Information on military reporting options (restricted vs. unrestricted)

    • Information for family and friends of victims

    • Long and short-term safety concerns

Child, Youth School (CYS) Services Sports Fall Registration

  • Deadline July 15. Parent Central Services, Patch Barracks, 8 a.m. – 5 p.m.

  • Register your children for fall sports. The sports being offered are tackle football (ages 9 – 14) for $135, flag football (ages 7 – 12) for $40, soccer (ages 5 – 15) for $40, cross country (ages 9 – 15) for $40, volleyball (ages 9 -15) for $40, or developmental soccer (ages 3 – 4) for $20. Sign up fast as spaces are limited.

Absentee Voting


  • The Federal Voting Assistance Program advises to register absentee by Aug. 1.

  • Every U.S. citizens age 18 or older by Election Day, November 8, can vote while overseas by registering as an absentee voter. States are required to send registered absentee voters their ballots no later than 45 days prior to Election Day. Check state-specific deadlines and requirements, and use the step-by-step tool to register to be an absentee voter at www.fvap.gov.

German Hunting Course

  • Deadline Sept. 1, Outdoor Recreation, Panzer Kaserne.

  • Passing the German Hunting Course provides a certificate and allows you to purchase a hunting license. The two month course consists of classroom sessions held twice a week in the evenings, range shooting that is conducted once a week in the evenings and two Saturdays which are devoted to the hunting revere. Examination will consist of four parts: Safety Brief, Written Test, Oral Test, and three Part Shooting Test.

  • The course will be held from Sep. 1 – Nov. 5. Open to US ID card holders 18 or older.

PAO Survey: Help us keep you better informed

  • The Stuttgart Public Affairs Office Summer Hire team will be out in the Stuttgart military community to conduct a face-to-face survey on how community members receive garrison-related information and topics of interest. The survey will be ongoing throughout the month of July aiming to collect a total of 2,000 responses. All feedback will help the garrison Public Affairs Office and Command Team toward a better informed community.

Summer Escape to Interlaken

  • Jul. 2-4: Outdoor Recreation, Panzer Kaserne.

  • Join Outdoor Recreation on a summer escape to Interlaken, Switzerland. Activities include rafting, canyoning, swimming, hiking, biking, paragliding, skydiving, ropes course, sight-seeing, and many more. Cost is $249, $125 SWPC/ASAP (limited seats). The trip departs 6 a.m. on Saturday and returns 8 p.m. Monday. Price includes transportation, lodging with breakfast, and escort. Meals and recreational expenses are responsibility of patron.

Independence Day Celebration

  • Husky Field, Patch Barracks, tailgate opens at 2 p.m., event activities open 5 p.m., Fireworks 11 p.m.

  • Join the festivities in the grill and tailgate area, or grab some delicious food and ice cold drinks. The first 500 kids receive free ice cream sandwiches and the first 500 adults receive free t-shirts. Vendors will be selling burgers, bratwurst, pizza, Doner kebabs, pulled pork, steak, fried fish, ice cream, crepes, and much more. Entertainment will be provided by the USAREUR band and other entertainers. Free amusement rides such as the flying carousel, fun train express, quad driving course, Segway course, climbing trampoline garden, and bungee trampoline will be set up in the surrounding area. Activities for kids including carnival games and a fitness challenge, face painting, and crafts. Prizes will be available for adults and kids, including chances to win a bike, Vespa Motor Scooter, and a travel voucher. A large fireworks display choreographed to patriotic music will finish off the night.

Black Forest Zipline Adventure

  • Outdoor Recreation, Panzer Kaserne, 7 a.m. – 2 p.m.

  • Jump on a zipline in the Black Forest with Outdoor Recreation. $79 for adults, $74 for youth (10-16 years), $40 SWPC/ASAP (limited seats). Price covers transportation, equipment, instruction, and ODR escort. Patrons must be at least 10 years old and weigh 40 KG (88 lbs.).

New Parent Support Program: Toddlers in the Park Playgroup

  • Army Community Service (ACS) Panzer Playground behind the Panzer Hotel, 10 a.m. – 12 p.m.

  • Developmentally age appropriate games and activities will be arranged. Toddlers in the Park gives parents and toddlers of the USAG Stuttgart community an opportunity to meet and interact. Age is recommended from birth to five years. Older siblings are welcome to attend.

  • Test your limits at this first ever event in honor of the Summer Reading Program theme “Read to Win.” Make your way through nine different obstacles based on situations from your favorite books. Obstacles are geared towards kids ages 4 – 8, but all ages are welcome; run the course as many times as you want. Snacks and refreshments offered after completion.

Wednesday Night Golf Scramble “Best Ball”

  • Stuttgart Golf Course, Kornwestheim, 6 p.m.

  • Bring your own team or be placed in a team of 4. Tournament is handicapped by a recommended 20/15/10/5% USGA system allowing all teams to have a fair chance to win. Match Play Championship

  • Play for a chance to be Germany's champion golfer in the inaugural Match Play Championship. This two-part tournament will begin with a qualifier on Jul. 24. Contestants will play 18 holes of stroke play with full handicap to determine seeding for the match play brackets. Final matches to determine champion and finalists should be completed by approximately Oct. 16.
