3.3.2 Source of infrastructure and wastewater operation funds
Of the 25 communities in Nunavut, Iqaluit is tax-based and all others are non-tax-based. A large part of the revenue for non-tax based communities is derived from the GN, delivered through a municipal funding program. Iqaluit receives funding through an equalization grant. Recently, the GN formed a partnership with the Nunavut Association of Municipalities to plan and implement municipal infrastructure projects, using territorial and federal funding (Treff and Perry, 2005).
