   Call to Order – Meeting was called to order at 0904 hours by Chair James Persons.

   Minutes from the August 29th Meeting were read. Motion to approve made by John Hofer and second by Kris Turnbow. Motion passed with amendments.

   Public Participation:
   

Chief Steve Holle presented a letter to present all of the concerns for the radio system.

5. 
   Tower Update from TUSA Consulting
   

A letter from Jack Hart was presented with the updates to the selected tower sites. This letter is attached.

At 0915 Kris Turnbow made a motion to adjourn into Executive Session related to Section 610.021.12 for contract negotiations. Second was made by John Hofer. Motion Carried.

At 1025 hours Chairman Person called the meeting back into session.

   Policy Manual Presentation by Simon Casas.
   

Mr. Casas presented information regarding his business and capabilities to provide assistance in Human Resources Management. The ESB requested a proposal for services.

   Report from the Treasurer
   

An account statement was provided and the budgets for 2012 and 2013 were presented for review and will be discussed on 9-26-12 Regular ESB Meeting.

Dwight Diehl made a motion to pay the bill to Wise Company for the web page design and construction. Second was made Robert Driscoll. Motion Carried.

    Report from the Director
    

Robin stated that she will not be able to attend the September 19^th meeting due to being out of town for a conference.

    Report from Board Members
    

A question was raised regarding the number of radios that was designated for East Lynne and Strasburg Police Departments. At the time if the initial survey the Chief of Police in East Lynne also served as Police Chief of Strasburg. It was determined that there would be enough radios to meet the needs of both departments.

With no further business, Keith Turnbow made a motion and a second by Lee Stevens to adjourn the meeting. Meeting was adjourned at 1122 hours.
