OLD BUSINESS

   Southview – Status report by Manager There are NO CURRENT outstanding issues.

   Chester County Public Service Training Facility NO new information on conditions of the USE

   Re-vitalization Planning Progress Report Planning Commission met last on 20 January 2010
   

RE: update of Comprehensive Plan

1. 
   A scope of work proposal has been requested of CDM for an ACT 537 Update to establish specific parameters in anticipation of the Revitalization Plan. CDM is also proceeding with preparation of a Stormwater Management Ordinance that will also address Post-Development Site Controls.
   
2. 
   Borough of Modena Potential Inter-governmental Agreement(s) are under consideration, in fact two (2) separate such ventures are possible. Our Solicitor is preparing a bilateral agreement with the idea of securing joint grants.
   
3. 
   Fairview Cemetery (itself) (no relation to the Tegler project) NO CHANGE in STATUS
   
4. 
   A Mutual Aid Agreement with the County was submitted and is under review by them
   
5. 
   The NIMS training has begun.
   
6. 
   The proposed amendment to the Zoning Ordinance for the Airport Zoning Overlay was sent to the Chester County Planning Commission for their review. The Manager visited the County office on 4 February 2010 and found that it was not received by them. A copy was presented to the County on that date via hand-delivery.
   
7. 
   A copy of the County Grant received for Acquisition and Demolition of the “Hope VI” properties on “the Avenue” as distributed to Council was discussed with the Housing Authority on 21 January 2010 in their offices. The Grant process was discussed with the County Department of Community and Economic Development on 4 February .
   
8. 
   The County Department of Emergency Services distributed a letter to Council containing existing data on file at the County EMS office. Additionally, orientation sessions are planned for early March 2010.
   

NEW BUSINESS

1. 
   The Finance Committee met Friday 5 February 2010 to review bills and the budget to date for 2010.
   
2. 
   The Zoning and Building Committee met on 26 January 2010 with the Building Code Officer RE: Inspections/ Fees
   
3. 
   The Chester County Solid Waste Management Plan was adopted by the County on 2 December2009 and there was a letter and proposed “ratification resolution” in your January packet for review (ACTION ITEM TONIGHT).
   
4. 
   Release of Escrow money for SouthView Release # 12 Phase I and Release # 5 Phase II. (Release requests attached)
