DIGITAL ECONOMY’S EVOLUTION AND THE MAIN COMPONENTS

This article describes the stages of development of the digital economy and its 
main components, their impact on the growth of the computerized economy. In 
addition, the problems of the full transition to a digital economy in Uzbekistan were 
discussed and their short solutions were discussed. 
Digital economy, digitalization, advanced change, innovation. 
Since first instituted during the 1990s, the definition of the advanced economy 
has developed, mirroring the quickly changing nature of innovation and its utilization 
by undertakings and buyers. 
In the last part of the 1990s, examinations were principally concerned with the 
reception of the Internet and early reasoning about its financial contacts (regarding the 
«Web economy»)As Internet utilize extended, reports from the mid-2000s onwards 
centered progressively on the conditions under which the Internet economy might arise 
and develop. Definitions advanced to incorporate examinations of various approaches 
and computerized innovations, from one viewpoint, and the development of ICT and 
carefully arranged firms as key entertainers, on the other

cycle is regularly alluded to as digitalization, characterized as the change of 
organizations using advanced innovations, items and administrations. Digital items 
also, administrations are encouraging more quick change over a more extensive scope 
of areas instead of being limited to those high-innovation areas that had been the 
primary concentrate already.
Mirroring this change, late work has centered on «digitalization» and «advanced 
change» (for example the manners by which advanced items and administrations are

digitalization patterns. This is particularly significant for non-industrial nations where

expansive components:

organizations). 
Computerized and data innovation (IT) areas, which produce key items or 
administrations that depend on center computerized technologies, including 
computerized stages, versatile applications and installment administrations. The 
computerized economy is to a serious level influenced by inventive administrations in 
these areas, which are making a developing commitment to economies, just as 
empowering possible overflow impacts to different areas.

economy.

facing devices (such as computers and smartphones) to 3D printers and wearables, as 
well as specialized machine-oriented hardware, such as IoT, automation, robotics and 
cloud computing. Rapid advances in these increasingly converging technologies have 
been enabled by a surge in capacity – as well as considerable cost reductions – of data 
storage, processing and transmission.

Today, the President, the public authority of the Republic of Uzbekistan gives 
unique consideration to the improvement of ICT and its mass usage in all circles of 
society. This is encouraged by the embraced Comprehensive Program for the 
Development of the National Information and Communication System of the Republic 
of Uzbekistan, intended for 2013-2020. The improvement of ICT in Uzbekistan is 
described by a few phases: 
1.
The underlying phase of advancement (2000-2002) - the time of the staged 
execution of ICT and improvement of policy management;
2.
The subsequent stage (2003 - 2007) - the time of appropriation of the 
primary administrative and administrative archives and the broad selection of ICT; 
3.
The third stage (2008 - 2012) - the time of the dynamic presentation of 
inward data frameworks and programming items in government bodies, the 
arrangement of data and reference electronic administrations;
4.
The fourth stage (2012 - present) - the time of additional improvement of 
the structure of policy implementation. 
The digital economy in Uzbekistan is developing several times slower than the 
potential of Uzbekistan. That is, there is an opportunity, the necessary resources are 
available, but development is much slower. The reason for this is a number of obstacles 
to the development of the digital economy in Uzbekistan. 
monopoly in many areas; 
low internet speed and poor quality; 
outdated legislation in the field of information technology; 
extremely low computer literacy among citizens; 
non-transparency of legislation; 
lack of IT specialists or their departure to other countries; 
information culture, lack of information hygiene; 
information technology security is not good; 
lack or (in some) absence of specialists in the governing bodies who understand 
the field; 
slow (or stunted) development of science, and especially the exact sciences. 
If the above-mentioned problems are solved gradually, systematically, based on 
world experience, Uzbekistan can easily become one of the countries with a developed 
digital economy
