MEETING MINUTES


MARCH 27, 2017

Opening of Meeting: The regular bi-weekly meeting of the Board of Supervisors was called to order by Chairman Ulrich, at 7:00 p.m., on Monday, March 27, 2017, in the Public Meeting Room of the Township of Spring Administration Building, located at 2850 Windmill Road, Spring Township, Berks County, Pennsylvania.

Upon roll call, Supervisors Kreider, Oswald, Myer and Ulrich were present. Ms. Smith did not attend. Also present were: Daniel Becker, Esquire, Jay Vaughan, Jim Moll, John Groller, Pat Brandenburg, Chief Ross, Judy Houck, Anthony Tucci, Steve Larkin, George Stuck, Jen Yetter, Mr. and Mrs. Buck, Sheryl Rowan and Steve DeLucas of the Reading Eagle.


OPEN TO THE FLOOR:

Jen Yetter – Spring Township Library Association: As reported by Ms. Yetter, the Library Director resigned 3 weeks ago, and a new Director will start on April 3, 2017. West Lawn/Wyomissing Hills Library celebrated 80 years of service to the community with a book sale and cake. Carol Gardeicki plans to present a program on the history of the West Lawn/Wyomissing Hills Library in May.
Anthony Tucci – Western Berks Ambulance Association: The February, 2017 WBAA report indicates there were 285 total incidents last month, including 14 motor vehicle accidents.
MINUTES: A motion was made by Mr. Oswald, second by Mr. Kreider, approving the meeting Minutes of March 13, 2017. Upon roll call, all Supervisors present voted affirmatively with the exception of Mr. Myer, who abstained.

Business Office:

Bills for Approval: A motion was made by Mr. Myer, second by Mr. Oswald, approving payment of bills, as listed by the Township Treasurer:

General Fund - $348,787.48

Street Lighting Tax Fund - $200.00

Fire Hydrant Tax Fund - $200.00

Refuse Tax Fund - $93,728.23

Sewer District #2 Fund - $9,054.26

Sewer District #3 Fund - $77,688.13

Fire Protection Fund - $129,368.37

Capital Fund Account - $82,507.18
Upon roll call, all Supervisors present voted affirmatively.
PARKS, RECREATION AND PUBLIC WORKS:

Fertilization and Weed Control Services Contract: A motion was made by Mr. Oswald, second by Mr. Kreider, to award the 2017 Fertilization and Weed Control Services Contract to TruGreen, Lititz, Pennsylvania, in the amount of $12,314.15. Upon roll call, all Supervisors present voted affirmatively.
Wilson Junior Soccer Club Utility Trailer: As recommended by the Parks & Recreation Board, a motion was made by Mr. Myer, second by Mr. Oswald, permitting the Wilson Junior Soccer Club to park their utility trailer in Cacoosing Meadows Park during the soccer season (April 1st to November 1st), in back of the lower gravel parking lot on Reedy Road, subject to a complete, unconditional release of the Township from any liability or responsibility for the trailer at that location. Upon roll call, all Supervisors present voted affirmatively.
Monthly Report: During March, 2017, Ms. Houck reported additional work was done to the athletic fields due to the mild weather, the crew cleared wind damage at Cacoosing Meadows, and resurfaced the path at Drexelwood Park, which pleased the residents in the area.
ENGINEERING/PLANNING DEPARTMENT:

Try-Mac Towers – Extension of Time: A motion was made by Mr. Oswald, second by Mr. Myer, approving an

extension of time for the Try-Mac Towers final land development plans to June 28, 2017. Upon roll call, all Supervisors present voted affirmatively.


Atwell Variance Request: The applicant is requesting Zoning Board approval for a variance to move a shed on his property, at 823 Broadcasting Road, 2 feet from the property line rather than the 8 feet required by the Zoning Ordinance. A motion was made by Mr. Oswald, second by Mr. Kreider, recommending that the Zoning Hearing Board exercise diligence when reviewing this variance request, relative to health, safety and welfare standards of the Township. Upon roll call, all Supervisors present voted affirmatively.
Rosemont – Request for Release of Financial Security: As recommended by Great Valley Consultants, a motion was made by Mr. Myer, second by Mr. Kreider, to deny the requested release of financial security for the Rosemont development. Upon roll call, all Supervisors present voted affirmatively with the exception of Mr. Oswald, who abstained.
PUBLIC SAFETY:

Police Department:

Monthly Report: Chief Ross reported there were 57 offenses during February, 2017, including 16 thefts. There were 97 traffic related incidents and 37 arrests. The group home on Belmont Avenue continues to present problems, and is being monitored by the police. Reminder - Scam Seminar: March 30, 2017, 6:30 p.m., at the police station.
OLD BUSINESS:

MS4/Stanford Avenue Detention Basin: Comments have been requested on proposed cost allocations from each of the member municipalities in the Wyomissing Creek Watershed Coalition. Some members of the coalition have agreed to these allocations. However, the Supervisors asked for further research with regard to the cost of building the Stanford Avenue Detention Basin and whether the Township could receive a credit if retrofits to the basin are used to achieve pollutant reduction requirements. A motion was made by Mr. Oswald, second by Mr. Myer, to defer the question back to the Infrastructure Committee for further evaluation. Upon roll call, all Supervisors present voted affirmatively.

There being no further business, Chairman Ulrich adjourned the meeting at 7:55 p.m.
