7. 4. Assessment of the students’ knowledge

To become a student of BRI professional bachelor’s programme “Cultural administration” you should be a citizen of the Republic of Latvia, a permanent resident, a citizen of other countries or a non-resident, who lives in the Republic of Latvia regardless of gender, social and property status, racial and national belonging, political views, religion and occupation, if they have acquired general education and passed entering examination. According to the requirements of the Ministry of Education and Science (Law of Higher Education 46. paragraph 5. section), to enter the university it is necessary to pass following centralised graduating examinations at school: Latvian, English, German or Russian (for the full-time students).

The imatriculation of an applicant is made after the conclusion of agreement between BRI and an applicant.
Assessment of the students’ knowledge in BRI professional bachelor’s programme “Cultural administration” is realised according to the following criteria:

• 
  Conditions of students imatriculation;
  
• 
  Requirements for tests and examinations;
  
• 
  Requirements for reports, course papers, diploma papers;
  
• 
  Requirements for individual work;
  
• 
  Requirements for practices, including conditions for pre-diploma and post-diploma practices;
  
• 
  Requirements for gaining qualification.
  

Students’ knowledge assessment at university is realised according to 10-point system.

Current: Tests, homework, course papers, reports.

Semesters: Tests and examinations during the examination session.

Total: Qualification examination in speciality, defence of bachelor paper.
Tests are carried out:

Orally (seminars, discussions, tests, examinations).

In a written form (reports, tests, examinations).
The rights to seat for tests and exams are determined by each programme’s rules. If a test or exam is evaluated negatively, the students have a right to seat for it two more times, the third time- in the extended test committee.

Course and bachelor paper is assessed by a student’s advisor and reviewer.

Final examinations in foreign languages and bachelor examinations are received by the commission of final examinations.
Students’ knowledge is assessed according to the 10 point system.

Students’ knowledge, abilities and skills are assessed with the marks: 10 (brilliant), 9 (excellent), 8 (very good), 7 (good), 6 (almost good), 5 (satisfactory).

Disciplines which have test as the final control form are assessed with “passed” and “not passed”. Tests with differential marks are passed in the course projects, practices, and professional specialization disciplines, which scope is 2 CP.

As a basis for marks serves the level of acquisition the knowledge, which is stipulated at a corresponding discipline of study programme.

In compliane with the study plan and study programmes office of dean developes examination and test papers in every discipline and report, which is an official document and secures the examinations and tests passing.

An internal document which enumerates a student’s study work accomplishment is a student’s record book.

Basic principles for assessment of students’ knowledge:

• 
  The principle of summarising positive achievements – acquired education should be assessed by summarizing positive achievements;
  
• 
  The principle of compulsory assessment – it is necessary to gain positive assessment on mastering compulsory content of the programme basic part;
  
• 
  The principle of publicity and clearance – corresponding to the objectives and tasks of the education programme, as well as there is a basic requirements summary of the study course goals and tasks to assess an acquired education;
  
• 
  The principle of various testing – in assessment of the programme various types of testing are used;
  
• 
  The principle of assessment correspondence – in test the opportunity of showing analytic and creative abilities, knowledge, skills and proficiency should be given for all levels of mastering levels in corresponding tasks and situations. The volume of content included in the test corresponds to the content stipulated in the programme and requirements of skills and knowledge of profession standard.
  

The students’ work is assessed by the 10 point system. Every year the students’ mark is made up by their participation, activity, and answers’ assessment during lectures and seminars, as well as essays and written seminar tasks, students’ independent work, and students’ answer at the exam. Sometimes the tutors give short tests or home tests, so the students can get extra points. The students are motivated to study independently and intensively. Tutors try to balance both written and oral examination forms taking into consideration the course and the peculiarities of the studied profession.

In the faculty “Cultural administration” the assessment system is continuous and each course’s final mark is formed as an accumulated mark, which is more objective and which is not based on the case assessment principle. On the other hand, this system lets the tutors independently follow each student’s work and knowledge development.

The table presents that good marks dominate.

The strict students’ knowledge assessement has also its negative points. During the study process there is quite a big number of academic debtors, for not every student is able to cope with the problems during the study spocess. But on the other hand, strictly organized knowledge control, which results in the dissmissal of the poor progress students, is also to be evaluated positively, for only those most skillful and educated and able to compete on the labour market shall stay.

An important students’ verification element is a qualification exam.

An assesement of the final qualification exam is made of three aspects decided by the committee- comprehension of different periods of the history of culture and orienting in the questions of the art history, comprehension of culture in economic aspect and professional aspect/ practical work in different fields of culture. Students who failed to pass the qualification exam shall not be admitted to the defence of the bachelor paper.

The committee evaluates the diploma paper by assessing the theoretical research, the project and skills to conect theoretical knowledge to the practical experience.

The quality of study process is stimulated by:

  hospitation of lectures of mutual and Chief of the chair, the Chief of programme and practices;

  mutual indirect control (tests, results of the examinations, analysis of works at the chair meeting, qualification examinations and defence of bachelor paper, participation of the lecturers from other universities in the examinations);

Lecturers’ improvement is stimulated by research, methodological and creative activities. Their directions and coordination are performed by chairs; research activities – study council, BRI dean and research vice-rector.

7. 5. Students
7.5.1. Number of the students of the programme

In 2004 there were 55 persons matriculated in the 1st course of BRI professional bachelor’s programme “Cultural administration”.

In 2005 the graduates of this programme – 14 persons.

7. 5. 4. Questionnaires of the students and analysis of the results
Students’ questionnaire is performed regularly at the end of each semester. Since 2nd semester of 2000/2001 academic year new questionnaire was introduced (Appendix N.3.7.). In this questinairre according to 10 point system the work of lecturers, organisation of study process, organisations of out-of-study work, technical base of the programme, study programme are evaluated and wishes and suggestions for improving study process are expressed. Questionnaire is anonymous; therefore students can express their point of view freely. Results of questionnaire are processed by special computer programme.

The results of students’ questionnaires are used for improving study programme and study process.

The results of questionnaires show that in 2003/04 78% of the students are satisfied with the content and scope of the programme.

In 2003/04 autumn semester the students evaluated the lecturer’s work as 7,53 points high (according to the 10 point system), but the volume and novelty of the tutored programme as 7,7 points high, in turn in spring semester these aspects were evaluated as 7,78 and 8,0 respectively.

Evaluating the tutors’ work methods, the students point out the tutors’ contact with the audience (7,5 in the autumn semester, 7,9 in the spring semester) and the theoretical level of the teaching (7,6 and 7,9). The students highlight particular problems in the methodical ensuring of the study course, this position is evaluated as 7,1. Some students mentioned they would like the study process to apply also non-traditional teaching methods. 7. 5. 5. Questionnaires of the graduates and analysis of the results

The leadership of programme believes that graduates’ point of view is very important, because during the process of work there can be revealed some imperfections, which were not observed during study process. Therefore it is planned regularly to perform graduates’ questionnaires on building careers in opportunities of further education (MA, professional courses, seminars), on job opportunities, ask new specialists to express their point of view on their readiness for professional activities. This information will allow to assess the efficiency of the study programme and graduates’ competitiveness at Latvian job market. For these objectives there is a questionnaire (Appendix Nr. 7.2.) and the questionnaires of 1^st year and senior students are performed.

In questionnaires of graduates we learn:

  Assessment of obtained knowledge, professional skills and abilities, their quality and state of implementing in work;

  Elevation of qualification after graduating study programme;

  Students of “Cultural administration” programme assess their knowledge as good, efficient, correspondent to the qualification; graduates believe that more demanded specialists are those whose professional skills and abilities allow to form and realize the projects by using various management models; offer new culture products/ events;

  Most of students have high opinion on the level un teaching;

  Good theoretical preparation and practice are regarded as the programme’s advantages, as disadvantages – lack of lecturers from abroad.
  

The questionnaires of graduates show that management of “Cultural administration” gives the students of culture speciality necessary knowledge, professional skills and abilities.

7. 5. 6 . Participation of the students at the developing the process of studies
Participation of students in improving the study process follows like this:

7. 6. Academic staff of the study programme
7. 6. 1. Management of the programme

Number of academic staff

The director of BRI professional bachelor’s programme is Dr.Hist., as.prof. H.Tumans.

Its director, Council of the study programme, performs the leadership of professional bachelor study programme: doc. I.Markina – faculty dean, as.prof., Dr.econ. B.Heimanis, state pof., Dr.philos. B.Avramecs, doc., BRI Head of Advertising faculty B.Borisovs, doc., art scien., LMS memb. S.Hajenko, MA Hist. T.Kuzmina, LKM Head of Department of strategic planning V.Virtmane; 3^rd year student I. Grezmane.

Culture management bachelor study programme is realised by BRI faculty ‘Cultural administration” and BRI departments. Department chiefs together with dean, Council of study programme and vice-rector develop strategy and tactics of the programme, the Council of study programme is responsible for scientific and methodological provision of the programme.

Questions concerning content and organisation of the studies are considered and accepted in departments meeting, study programmes, changes are evaluated and accepted at the Council of study programme and BRI Senate.

Organising management is ensured by BRI. Study department; cooperation with other universities and participation in international projects – vice-rector in research.

The programme is performed by BRI lecturers, docents and professors, as well as

guest lecturers.

BRI professional bachelor’s study programme “Cultural administration” is carried out by 54 lectures (100%), for 34 (62,9%) of them BRI is basic work, for 20 (38,1 %) – additional work. 14 (41,1 %) of those whose work at BRI is basic have degree of Science Dr., 13 (38,2%) – master degree in social, humanitarian and art sciences. 7 (35%) of those whose work at BRI is additional have degree of Science Dr., 5 (25 %) – master degree.

In total the study programme is implemented by 21 (38,9 %) Science Doctors, including 14 professors and ass. professors and 18 (33,3%) master degree holders.

75% of the studies (work in academic hours) are conducted by BRI staff tutors of the faculty of “Cultural administration”. Invited specialists mainly read short special courses or optional courses. For example the course “Practice of organising festivities and mass events” is conducted by Dinara Klepere, manager of the agency of amateur theater “Folk art center” department. She is highly experienced in organization of festivals, theater performances and celebrations, as well a realization of international projects. The lecture course in the art of Latvian theater is lead by Janina Brance, a long term collaborator of the museum of Ed. Smilgis, who apart from the museum work takes active participation in the modern theater life. She is been regularly invited to work in the theater contests and stage performances jury, participates in the projects of Dailes theater, Russian Drama theater, Daugavpils drama theater (plays stagings). To read the course “Preservation of cultural monuments” a LU assoc. professor Dr. hist. A. Gavrilin ir regularly invited, who was among the first ones in Latvia to develop such course for the professionals. He has offered also the course Latvia in the sacramental art. The course lectures in the culturology of music and trends of modern music is read by the state prof. Dr. phil. B. Avramecs, director of RPIVA Music specialization magistracy. Along this he actively participates in ancient and modern music festivals, jazz master classes, as well as realization of projects connected to ethno music. Connection to the precialists of such level gives the students an opportunity not only to get information about the topicalities in culture, but also observe different approaches to the problems and tendencies in the developmentof modern culture, as well as get acquainted with the real experience of different scope projects, to learn about the possibilitites and difficulties of the cultural projects, the specific character of the work with a creative collective and cooperation with the funds.

As long as the tutoring of the optional courses is realized in compliance with the rotation principles (during one semester not more than 6 optional courses from all possible are being offered, and each semester brings vhanges into these courses, till they return to the initial programme according to the circle rotation; during 4 years the students are offered complete optional course programme), the number of invited tutors changes a little bit.
7. 6. 2. The policy of selection, training and development of the academic staff
When forming the personnel, BRI faculty of culturology takes into account objectives and tasks of the study programme.

Objective of personnel policy: to provide faculty with highly qualified personnel, form principal staff, provide personnel with opportunities of realization of creative potential and elevating qualification.

BRI places demands of level of education and qualification upon academic staff, takes into consideration length of service and experience.

BRI faculty of culturology supports the elevation of personnel qualification:

  Participation in seminars, conferences, trainings, projects and research organised by BRI or other universities;
  
• 
  Participation in international conferences;

  Exchange of experience among the lecturers of Latvian and abroad universities;
