Conclusion and recommendations. Having analyzed R&D in Uzbekistan, we
identified several strategic issues and considered possible strategy options to address
these issues based on empirical evidence. We offer a combination of three options: (i)
stimulating public-private collaboration and international R&D collaboration; (ii)
conducting business process re-engineering and research (BPR) in public research
organizations, including universities; and (iii) attracting business R&D activities
through tax incentives. Higher education institutions have great potential to create new
ideas and transfer knowledge to the market. In this case, the Government should adopt
a legislative instrument regulating the ownership of publicly funded research results,
providing an appropriate legislative framework for the protection of intellectual
property rights and encouraging autonomy, internationalization and collaborative
partnerships. The private sector should be linked to universities through technology
parks or experimental laboratories in order to collaborate on finding answers to their
research questions and to increase productivity through the commercialization of
research results.
