Tenure


This section will examine tenure, owner occupancy versus renter occupancy, within the planning area. The level of homeownership is often correlated with stability and good quality housing conditions. Conversely, the level and type of rental housing available poses an important consideration in meeting the housing needs of the community at large, including the needs of low-income residents.

The preceding tables illustrate changes in the percentage of occupied housing units that are rented between 1990 and 2000. The percentage of overall rental units increased in the boroughs while they remained relatively stable in North Versailles.


Having cited the possibility of single family home conversions to apartments, the following table examines the number of single family detached units within the planning area that are renter occupied. Conversion of single-family units to renter occupied units prompts reasonable concerns that absentee landlords may contribute to a significant deterioration of the planning area’s housing stock. The following tables indicate a dramatic increase in single-family detached units rented within North Versailles Township. The current percentage of rented homes, however, remains the lowest when compared to the Boroughs. One out of every four occupied single-family homes within Wall Borough is renter occupied.
