3. Climate Change and Water Management in Konya Closed Basin 
Situated in Turkey's Central Anatolia region Konya Closed Basin, Sakarya and northern Red 
River, Red River Seyhan and the east, south and west of Antalya and is surrounded by the Eastern 
Mediterranean Basin Akarcay. The total area of the river basin covering about 6.4% of Turkey's land area 
is 49 
786 km2. Çarşamba Stream and Melendiz Stream are the most important rivers of Konya Basin. In 
addition, there are two large lakes in the basin, Salt Lake and Beyşehir Lake. Most of the annual 
precipitation occurs in winter and the annual precipitation is around 454 mm 
(Tarım Orman, 2018: 13)
. 
Groundwater resources have been used in the basin since the 1960s. In addition to the water need of 
agricultural areas, the use of groundwater has increased day by day due to the increase in urbanization 
and industrial activities. Konya Closed Basin is the basin where groundwater is used the most. Apart 
from groundwater, Konya's water need is met from Altınapa Dam, groundwater and some water sources 
in the vicinity such as Çayırbağı, Dutlu and Beypınarı 
(Berke et al., 2014). 
Konya closed basin is dominated by semi-arid climate, the geographical location of Turkey is one 
of the least rains. The average annual precipitation is 300-350 mm. Considering that the average rainfall

is 740 mm in Turkey, the average rainfall in the basin is around half the average. In addition, considering 
that precipitation decreases by 10-25 mm per year in 30 years, it can be stated that the climate character 
and structure of the region will change from a semi-arid climate to an arid climate 
(Şen ve Başaran, 2007; 
Yılmaz, 2017)
. The decrease in the amount of precipitation is one of the reasons for the decrease in water 
resources in the basin. In addition to low precipitation, especially evaporation reaches very high rates in 
the basin due to the effect of the continental climate 
(Yılm
az, 2010). Water is transferred to Konya 
Closed Basin through the Blue Tunnel Drinking Water Transmission Line Project in order to minimize 
the impact of drought and climate change in the basin. With 100 million cubic meters of water allocated 
from the water transferred within the scope of this project, it is anticipated that the drinking and utility 
water needs of Çumra district and İç Çumra town, especially Konya city center, will be met by 2050 
(DSİ, 2018; Darıcı and Canbolat, 2019)
