NOTICE OF PUBLIC HEARING

EXPANSION OF EAST PEORIA ENTERPRISE ZONE
Notice is hereby given that the City Council of the City of East Peoria, Tazewell County, Illinois, will conduct a public hearing at 6:00 p.m. on Tuesday, March 6, 2012, at the East Peoria Municipal Building, 100 S. Main Street, East Peoria, IL, on a proposed expansion of the East Peoria Enterprise Zone (the “Enterprise Zone”). The property which is the subject of the proposed expansion (the “Territory”) is located generally on the east side of Carlson Avenue south of its intersection with Illinois Route 8. The Territory is legally described as follows:
Tract 1
The North 705 feet of even width of that part of the East Half of the Northwest Quarter of Section 30 lying East of the East line of the proposed extension of Carlson Avenue, excepting therefrom the East 2 rods of even width of said Northwest Quarter; all in Township 26 North, Range 3 West of the 3rd P.M. in the City of East Peoria, Tazewell County, Illinois, as shown by Plat of Survey prepared by Kingdon and Naven, Inc., a Registered Land Surveyor Corporation in the Sate of Illinois, dated on the 18th day of September, 1973, and filed for record in the Recorder’s Office of Tazewell County, Illinois, on October 12, 1973, as Document No. 535242 in Book “W” at Page 160.

Tract 2
A part of the East Half of the Northwest Quarter of Section 30, Township 26 North, Range 3 West of the Third P.M., in the City of East Peoria, Tazewell County, Illinois, being more particularly bounded and described as follows and bearings are for the purpose of description only: Commencing at the Northeast corner of the Northwest Quarter of said Section 30; thence South 0°15’10” East, along the East line of the Northwest Quarter of said Section 30, a distance of 704.86 feet; thence North 89°58’14” West, 33.00 feet to the point of beginning of the tract to be described; thence South 0°15’10” East, parallel and 33 feet of equal distance to the East line of the Northwest Quarter of said Section 30, a distance of 1221.97 feet; thence North 89°58’14” West, 415.61 feet to the centerline of a sanitary sewer easement; thence North 16°58’32” East, along the centerline of said sanitary sewer easement, a distance of 394.16 feet; thence North 19°21’57” East, along the centerline of said sanitary easement, a distance of 75.22 feet; thence North 89°58’14” West, 448.20 feet; thence North 0°38’20” West, 1378.90 feet to the Southwest corner of Carlson Street; thence South 89°58’14” East, along the South end of said Carlson Street a distance of 54.00 feet; thence South 0°38’20” East, 604.90 feet; thence South 89°58’14” East, 673.02 feet to the P.O.B., containing 17.177 acres.

Tract 3
A part of a tract as shown in Plat Book “CC”, page 124 and Plat Book, page 124, all being in part of the East Half of the Northwest Quarter of Section 30, Township 26 North, Range 3 West of the Third Principal Meridian, Tazewell County, Illinois, being more particularly described as follows:
Commencing at an 1 ½” steel rod marking the Northeast corner of said Northwest Quarter of Section 30, as shown in Monument Record Book 1, page 61; thence North 89°57’12” West, along the North line (as monumented) of the said East Half of the Northwest Quarter of Section 30, 33.00 feet; thence South 00°13’40” East, along a line parallel to and 33.00 feet Normal distance Westerly of the Easterly line, as monumented, (Basis of Bearings) of said Northwest Quarter of Section 30, 1926.98 feet to a found steel pipe at the Point of Beginning of the tract to be described; From said Point of Beginning thence continuing South 00°13’40” East, along said line parallel to and 33.00 feet normal distance Westerly of the Easterly line of the Northwest Quarter of Section 30, 143.34 feet to a found steel pipe; thence North 89°14’48” West, along the Northerly line of a tract as described in Book 4214, page 300, 676.00 feet; thence South 00°13’40” East, along the Westerly line of said tract, 644.00 feet to a found steel pipe on the Southerly line of said East Half of the Northwest Quarter of Section 30; thence North 89°14’48” West, along said Southerly line, 570.58 feet to a steel pipe set on the Easterly line of Melrose Place Extension Two, as shown in Plat Book “Q”, page 441; thence North 00°30’57” West, along said Easterly line and the Easterly line of Melrose Place Extension One, as shown in Plat Book “Q”, page 259, 1173.70 feet to a found steel pipe; thence South 89°32’49” East, 530.27 feet; thence North 00°35’10”West, 50.01 feet to a point 0.50 feet West of the West line of Carlson Avenue, as shown in Plat Book “AA”, page 148; thence South 89°57’33” East, along the Southerly line of said Carlson Avenue and the Southerly line of a tract as shown in Plat Book “AA”, page 147, 448.83 feet to a found steel pipe on the Westerly line of said tract; thence South 19°22’38” West, along said Westerly line, 75.22 feet; thence South 17°00’36” West, along said Westerly line, 394.16 feet to a point on the most Southerly line of said tract; thence South 89°57’24” East, along said most Southerly line of tract, 415.61 feet to the Point of Beginning containing, 21.076 acres, more or less, as shown on a Plat of Survey thereof recorded in the Office of the Tazewell County Recorder of Deeds in Plat Book “ZZ” at Pages 12 through 15.

Tract 4
Right of Way of Carlson Street north of Tract 1.
Extension of the Enterprise Zone to include the Territory would result in the availability of the various incentives as provided in Title 3, Chapter 30 of the East Peoria City Code. All interested persons are invited to attend and participate in the aforesaid public hearing. Oral testimony or comments will be received during the hearing. Written comments may be submitted at any time prior to or during the hearing. Information regarding incentives available within the Enterprise Zone is available in the Office of the Director of Planning and Development of the City of East Peoria, 100 S. Main Street, East Peoria, IL.
