Таким образом, анализ показателей лизинговой деятельности в Узбекистане указывает 
на экономическую привлекательность лизинговых операций и тенденции роста спроса на 
лизинговые услуги. В перспективе спрос на лизинговые услуги будет только возрастать, 
что связано с необходимостью обновления основных фондов многих предприятий. Одним 
из важнейших факторов развития лизинговой деятельности в республике является доступ
лизингодателей к финансовым ресурсам, в том числе и зарубежных. Соответствие 
деятельности лизинговых компаний республики международным требованиям позволит 
привлечь прямые иностранные финансовые ресурсы.
 
THE IMPORTANCE OF ECOMMERCE STRATEGY IN UZBEKISTAN

On 14 January an extended session of the Cabinet of Ministers, dedicated to comprehensive 
analysis of the results of social-economic development of the country in 2016 and determining the 
most important directions and priorities of economic and social program of the government in 
2017 was held in Tashkent. During the discussion of the issues, included into the agenda of the 
meeting of the Cabinet of Ministers, it was highlighted that the gross domestic product of the 
country increased by 7,8% in 2016. The volume of industrial production grew by 6.6%, contractual 
construction works –12.5%, retail trade – 14.4% and services – 12.5%. The State Budget was 
executed with a surplus at 0,1% to GDP. The surplus in foreign trade turnover has been secured. 
The inflation rate has not exceeded forecast parameters and constituted 5,7%.
Before assess the role of electronic commerce in the economy, to identify with this concept. 
E-commerce - is the economic sphere, including all types of Internet transactions. In a broad sense, 
e-commerce - is any economic activity, including the use of digital technologies. To date, this area

includes a wide range of remote services, which is constantly growing due to increasingly 
progressive implementation of economic activity in the Internet. In 2015 approved e-commerce 
development concept for the period of 2016-2018 years In Uzbekistan. The Concept defines the 
main directions of development of electronic commerce in the medium term, ways and forms of 
expansion of the competitive environment, modern infrastructure growth and create new jobs, as 
well as further improvement of e-commerce legislation.
Developing telecommunication infrastructure that provides efficient cooperation of public 
authorities, businesses and individuals with an active use of new information technologies through 
wide introduction of modern electronic applications and payment solutions. Everywhere 
implemented and continuously improved, taking into account the practice of the mechanism of the 
electronic payment system, commercial banks provide a wide range of services to remote 
management of bank accounts, which allowed for the past five years to increase the number of 
users more than 20 times, and the service of internet banking and mobile banking - more than 21 
times. The country has developed, and with the transition to the EMV standard single interbank 
payment system Uzkart, which integrates payment systems 26 commercial banks for payments by 
plastic cards with microchip modules. 
On the basis of the system of information security measures are implemented. In accordance 
with the Resolution of the Cabinet of Ministers on September 16, 2013 № 250 "On measures on 
organization of the Center for development of the system" Electronic Government "and the Center 
for information security under the Ministry of Development of Information Technologies and 
Communications of the Republic of Uzbekistan" the Center of information security tasks which 
are to ensure the information security of information systems facilities, resources and databases 
portal "Electronic government", to assist in the development and implementation of information 
security policy of information systems and government resources. We have developed 
mechanisms for the implementation of highly liquid exchange-traded products and raw materials. 
The main areas of e-commerce development in the Republic of Uzbekistan are: 
a) further improvement of legislation on regulation: 
e-commerce, with a view to guaranteeing the participants of the process, excluding doubt as 
valid and binding transaction concluded in electronic form; 
payment transactions in e-commerce, security mechanisms for remote control of cash flows, 
the implementation of customs control of international mail, and so on. etc .; 
b) the development and adoption: 
legal acts, including the development of standards that define authorization and settlement 
of the overall process of e-commerce, introducing common forms of electronic documents, a 
mechanism to stimulate the use of electronic cash cards; 
order of sale of real estate, e-trade in goods (works, services), the order of distribution of 
advertising, including bulk mail electronic documents; 
c) creation of favorable conditions for further development of entrepreneurship in the field 
of e-commerce, focusing on the approach to the level of developed countries; 
g) the further development of infrastructure of e-commerce through the introduction and use 
of the software of international standard, the integration of high-speed Internet services; 
d) gradual shift to electronic corporate procurement system by improving supplier selection 
mechanisms to guarantee the fulfillment of contractual obligations; 
e) creation of business entities and additional jobs through the implementation of measures 
providing for: 
a large-scale information and education campaigns on the advertising of businesses in e-
commerce and opportunities for deepening professional knowledge and skills in their own 
businesses and taxation; 
further development and expansion of the infrastructure based on information and 
communication technologies, security in e-commerce; 
increasing access of the population and business to the internet providers, especially in rural 
areas;

g) raising awareness among the concerned contingent and assistance in choosing the 
priorities in business development through training seminars, the organization of free counseling 
services, including through the media; 
h) ensuring a balance of interests of business and consumers. 
As a result of implementation of the Concept is expected to: 
increase transaction volumes, turnover, exports of goods (works, services) by increasing the 
amount of the corresponding trading platforms, e-commerce and information intermediaries; 
increase in the scope of technology information and communication settlements, as well as 
the proportion of persons using bank cards; 
creation of conditions of effective competition businesses in the domestic and international 
markets, expanding the range of innovative methods of commerce; 
opening up new opportunities for wide application of information technologies in the activity 
of state bodies and other organizations of the public and corporate procurement in electronic form; 
further introduction of advanced information technology, new tools for regulating relations 
in the sphere of e-commerce; 
the elimination of unnecessary bureaucratic barriers to the development of entrepreneurship, 
improving the business environment, the creation of additional jobs.
