THE ROLE OF E-COMMERCE IN THE DEVELOPMENT OF THE
DIGITAL ECONOMY IN UZBEKISTAN

At the present stage of economic development, the most important task of the
commercial activity of economic entities of the market is the operational
accounting of consumer requests and satisfaction of their needs as soon as possible.
The emergence of e-commerce has significantly improved the information

representation of markets, made it possible to conclude wholesale and retail trade
transactions, conduct transactions without intermediaries, and carry out all types of
financial transactions [1].
As an example, in countries where the digitalization process began much
earlier, the pandemic has accelerated the development of the digital economy,
digital technologies, e-commerce, as well as the modernization of product delivery
services and logistics. This has increased the need and demand for digitalization in
relatively underdeveloped countries, accelerated these processes and led to
adaptation to new conditions.
Uzbekistan, along with many other countries, is actively digitizing all
industries. According to statistics, by 2020, the development of information
technologies and communications in the Republic of Uzbekistan, the number of
Internet users in the country reached 22 million, including 19 million mobile
Internet users. [2] Also, according to the State Statistics Committee, as of October
1, 2020, the number of subscribers connected to the mobile network amounted to
24 million. 824.3 thousand, an increase of 6.9% or 1 million compared to the
corresponding period of 2019 increased to 598.1 thousand [3]. At the same time,
the share of information technology professionals among the employed population
in 2019 was 0.5%, which is almost seven times lower than the average of EU
countries (3.7%). Nevertheless, the demand for information technology specialists
in Uzbekistan, especially e-commerce, is growing rapidly.
In the process of studying foreign experience in digitization, the Chinese
experience should be emphasized. China, along with other developed countries,
with its huge human and financial resources, requires a leading position in the field
of innovative ideas and technologies by actively promoting the digital economy at
the state level. Digitization in China today is a key factor in national economic
development [4,5].
During the pandemic, digital technologies are being used effectively in
Uzbekistan as well. During the fight against the epidemic, our government has
taken a number of measures to actively launch the development of information
technology and e-commerce, protecting the population from emergencies.
Today, the implementation and further improvement of the Strategy "Digital
Uzbekistan - 2030", first of all, in close cooperation with government agencies and
businesses will help to create a solid and perfect organizational and legal
framework for the introduction of innovative ideas, technologies and business. At
the same time, the formation of a generation of specialists in new digital
technologies and software, active promotion of innovative projects of students in
the field of information technology will take informatization and digitization to a
new level through the widespread introduction of modern information and
communication technologies in education, health and agriculture.
In the context of global change, the development of digital commerce in the
development of the digital economy in the new Uzbekistan will serve to accelerate
all innovative solutions, as well as open up huge opportunities for e-commerce
services to be used for the development of our nation.
