Moreover, the issue of professional development of notaries was identified as an important task. The training programs included such courses as psychology and stress management, conflict prevention and management, effective organization of working hours.
2. The second stage of reforms of Notary.
The second stage of Notary reforms began in 2020, when the it was withdrawn from the public system and transformed into a private system.
The establishment of the Notary Chamber of Uzbekistan is also one of the important aspects of the second stage of reforms.
Today there are about 900 private notaries are operating in the country. All of them are members of the Notary Chamber.
At the second stage, was established the principle called "extraterritoriality". According to this term, individuals and legal entities, regardless of their place of residence, can execute notarial actions by visiting any notary office.
In addition, was introduced the "remote notary" system. It states for the mechanism of remote performance of notarial acts that are not related to the disposal of any property using videoconferencing.
An opportunity to receive copies of notarized archival documents remotely in electronic form was created.
The implementation of these measures in practice contributes to the elimination of situations of excessive waiting in queues, saving time and costs, the use of high-quality notary services by the population, the formation of an environment of free competition in the field, the prevention of excessive bureaucracy and corruption.
There have been introduced three new notarial acts by the present time.

- mediating in matters of property and inheritance;
- confirmation of the time of submission of the object of copyright and related rights.

The Notary Chamber has created its own operating web page notarialpalata.uz (“np.uz”) to create amenities for citizens, in particular in order to further increase the legal awareness of the population, provide them with legal advice, constantly inform them about the reforms carried out in the notary sphere, to make it possible of using the necessary legislative documents.
In addition, a channel and pages "Notary Consultations" have been created on various social networks on the Internet, which operates 24/7. Through them, a system of free legal advices to the public in the notary field and answers to questions of interest has been established.
At the same time, our Notary Chamber publishes its own monthly newspaper named "Notary's Advice". There have been also published articles by well-known persons - Mr. Richard Bock, the Chairman of the Lithuania Chamber of Notaries Mr. Marius Stračkaitis, the Chairman of the Italian Chamber of Notaries Mrs. Palo Valentina Rubertelli, representatives of the Notary of France.
