Expenditures on research and development. 
The world's economies invest a 
certain proportion of their gross domestic product (GDP) in R&D. However, the 
intensity of R&D varies from country to country (Figure 1). According to the 
UNESCO Institute for Statistics [13], Israel and South Korea, the countries with the 
highest R&D expenditure as a percentage of GDP, spent more than 4% of their GDP 
on R&D in 2017, while the world's leading economies such as Japan, the United 
States and China spent 3.2%, 2.7% and 2.1% respectively. The intensity of research 
in the four Central Asian countries - Uzbekistan (0.15%), Kazakhstan (0.12%), 
Kyrgyzstan (0.10%) and Tajikistan (0.11%) - was significantly lower than in the 
above-mentioned countries promoting technological progress.

Uzbekistan, Kazakhstan and Kyrgyzstan (Figure 2) experienced a downward 
trend over the period 2000-2017, while in Tajikistan we see an upward trend, 
although R&D expenditure as a share of GDP was lower compared to other Central 
Asian countries.
