Jim Carrie recently rented a house with his family as he moved to city because of his new job. He signed a tenancy agreement with a landlord before moving in and they agreed on method of payment, rent amounts, deposit and services in it. Soon he found out that heating system was not working properly and asked the landlord to fix the problem. However, the landlord refused to provide this service and told it is tenant’s obligation to fix if any problem arises in term of the use of heat, water, electric power and gas.

I am writing in regards to your recent issue with the heating system in the rented property you occupied with your family. I understand that you had signed a tenancy agreement with the landlord and had agreed on the terms and conditions of the rental, including the payment, rent amount, deposit, and services.
However, upon moving in, you discovered that the heating system was not functioning properly and requested the landlord to fix the problem.
