established seven objectives for 2015 and subsequent years, as follows: to increase the economy’s 

competitiveness; to provide complete freedom for private sector development; to reduce 

government involvement in the economy; to strengthen corporate governance; to deepen domestic 

industrial production; to strengthen infrastructure; and to create conditions for rapid job creation.

The Country Partnership Framework’s (CPF) principal objective is to support the 

government’s goal of creating up to 500,000 new, productive, and sustainable jobs annually. 

Against this background, the ten priorities identified in the SCD are grouped into three Focus 

Areas: (a) private sector growth, (b) agricultural competitiveness and cotton sector modernization, 

and (c) public service delivery.
