While the server is on

We have a problem connecting to the station:

If our equipment (both the server and the station) are overloaded with power, then the station disappears. She doesn't ping. Also on the server, I see that the station, after loading, does not send a request to DHCP to obtain an IP address. If the station is restarted while the server is on, the station receives an IP address and immediately becomes visible on the network (it pings and accesses the Internet).

I don't understand how it works. The possible reason is this: If both the station and the server are rebooted at the same time, the station loads earlier and the server later. Therefore, at the moment when the station has already booted up, there is no DHCP server on the network. Possible the station tries to get an address via dhcp only immediately after loading, but after that it stops such attempts and becomes available to some static default IP address (such as 192.168.1.1). Is it true or not?
