Using schools as a venue for after-school programs is not as easy as it 
may seem, however. First, their facilities may not always be available for 
use. Safety, lack of staffing, insufficient funding, risk of vandalism, and 
insurance liability concerns are often cited as barriers to making school 
grounds available outside of school hours (Filardo et al., 2010; Cox et al., 
2011; Spengler et al., 2011; Evenson et al., 2012). For instance, teachers 
use classrooms to prepare for the next day’s lesson or to provide extra aca-
demic assistance to students, students use the library and computer lab to
