employment and creation of sustainable jobs, as it was mostly in capital-
intensive sectors. Throughout that period the level of migration of workers 
to the Russian Federation and other regions was substantial, and women’s 
participation in the economy continued to decline while informal employment 
continued to grow. 
In February 2017, the Government of Uzbekistan began to implement a 
large-scale program of political and economic reforms for 2017–2021. The 
government identified five priority areas for the country’s development: 
•
public administration reform; 
•
judiciary system reform, including reforms to strengthen the rule of law and 
parliamentary reform; 
•
economic development and liberalization, modernizing agriculture and 
industry to make their goods and services more competitive; 
•
social reforms to achieve income growth and better jobs and improved 
health care, education, and housing; and 
•
security reforms centered on national stability as well as a balanced
foreign policy. 
Implementation of the reform program is focusing on achieving Uzbekistan’s 
2030 goals, namely more than doubling the 2012 per capita gross national 
income, from $1,700 to over $4,000, thus achieving upper-middle- 
income status.
