normal market competition, values of 5–6 indicate increased competition and 
a possible oversupply of candidates, and values of more than 6 indicate an 
oversupply to severe oversupply of workers. 
Data show that competition has significantly increased among young specialists 
in the beginning of their career and for jobs in the mining and extraction sectors, 
as well as among top management specialists and for public sector jobs (Figure 
3.14). The Head Hunter Index shows that the highest demand for labor in 2018 
was for specialists in sales (40% of the total number of vacancies), medicine 
and pharmaceuticals (25%), and ICT (10%). In spite of the initiatives in new 
production capacities, the demand for technical specialists remains low (5.4%).
